Odisha has attracted prospective investment proposals worth approximately INR 1,17,557 crore through 18 Memoranda of Understanding (MoUs), representing a tentative capacity addition of around 11,742 MW across renewable energy and emerging clean-energy sectors at the Bharat Renewable Energy Summit & Expo 2026, held at Bharat Mandapam, New Delhi.

The proposed investments cover pumped storage, solar, wind, hybrid renewable energy, battery storage, green hydrogen, green data centres and other emerging technologies.

Odisha Chief Minister Mohan Charan Majhi described the development as a watershed moment in the State's clean-energy transition. He said Odisha was ready to contribute significantly to Prime Minister Narendra Modi's ambition of making India self-reliant in clean energy.

The MoUs were exchanged following the inauguration of the Odisha Pavilion by the Odisha CM and Deputy Chief Minister Kanak Vardhan Singh Deo. The two dignitaries also inaugurated the Netherlands Pavilion. Dr Satya Priya Rath, Managing Director, GRIDCO Ltd., exchanged the MoUs with industry partners in their presence. The event was followed by the Odisha State Plenary on “Investment Opportunities in the Renewable Energy Sector in Odisha”.

The Energy Department, Government of Odisha, signed MoUs with Hinduja Renewables Energy, Renew Green, Shivalaya Construction, Suzlon Renewable Development, MeghaMani Renew Energy, Evergreen Renewables, Datta Power Infra, CD Hydro, GSP Infra, Virudhaka Renewable Energy, MACLEC Technical Project Laboratory, Fenice Hydrogen, Ravi Renewables, XPERTNEST and India Energy Storage Alliance (IESA).

Separately, GRIDCO signed MoUs with the Centre for Mission on Energy Transition (CMET), anchored at Maulana Azad National Institute of Technology (MANIT), Bhopal; Madhya Pradesh Urja Vikas Nigam (MPUVNL); and Indian Institute of Technology (IIT) Bhubaneswar during the Odisha State Plenary. The agreements seek to establish a framework for academic, technical, research and institutional collaboration between Odisha and Madhya Pradesh, focusing on clean-energy transition, renewable energy integration, grid modernisation and emerging power-system technologies. The collaboration is expected to facilitate knowledge exchange, research partnerships and capacity building.

The plenary was attended by Union Minister for New and Renewable Energy Pralhad Joshi; Odisha Chief Minister Mohan Charan Majhi; Deputy Chief Minister Kanak Vardhan Singh Deo; Santosh Kumar Sarangi, Secretary, Ministry of New and Renewable Energy; and Vishal Dev, IAS, Additional Chief Secretary, Energy Department, Government of Odisha.

Addressing the plenary, Union Minister Pralhad Joshi highlighted Odisha's strategic importance in India's clean-energy transition, citing its natural resources, industrial base and port infrastructure as key investment advantages. He highlighted opportunities in renewable energy, energy storage, floating solar, wind power, green hydrogen and green ammonia, while emphasising Central Government policy initiatives and support mechanisms to accelerate investments. He also stressed collaboration among the Centre, State Governments and industry in advancing India's clean-energy ambitions.

The Chief Minister outlined Odisha's long-term ambition to become a leading clean-energy destination and one of India's top five power-exporting States. Declaring that “Odisha is open for business and ready for clean energy investment,” he said the State aims to source 74 percent of its installed power capacity from non-fossil fuel sources by 2047 and emerge as eastern India's clean-energy engine. He also highlighted the ambition to meet at least 33 percent of industrial electricity consumption through green power at competitive tariffs.

Reassuring investors of the State Government's commitment, Majhi highlighted three priorities: a stable and predictable policy framework, time-bound approvals through the single-window mechanism, and strengthening transmission infrastructure ahead of generation. He also highlighted the INR 15,948 crore sanctioned under the Mukhya Mantri Shakti Bikash Yojana for modernising and expanding the State's power transmission network.

The Chief Minister further emphasised that Odisha's industrial ecosystem and strategic ports at Paradip, Dhamra and Gopalpur offer opportunities for clean-energy investments, including green hydrogen production and exports. Inviting investors to establish clean-energy facilities in the State, he reiterated the Government's commitment to policy stability, time-bound clearances and infrastructure development.

Deputy Chief Minister Kanak Vardhan Singh Deo highlighted Odisha's power-sector performance, noting that the State had met a peak demand of approximately 6,242 MW during the summer without scheduled load shedding. He also outlined the State's potential in pumped storage, floating solar and wind energy, along with initiatives to develop green hydrogen and ammonia hubs at Gopalpur and Paradip.

Santosh Kumar Sarangi, Secretary, Ministry of New and Renewable Energy, highlighted Odisha's target of achieving 10.96 GW of renewable energy capacity by 2030 under the Odisha Renewable Energy Policy, 2022. He noted that the State had achieved an installed renewable energy capacity of 3,641.23 MW as of September 30, 2026.

Vishal Dev, Additional Chief Secretary, Energy Department, outlined Odisha's policy framework, project approval mechanisms and investment opportunities in pumped storage, floating solar and battery energy storage projects.

The participation of companies and investors, including NLC India, Adani Ports and SEZ, Avaada Group, Greenko Group, ACME Group, Evren and Brookfield Renewables, reflected interest in Odisha's clean-energy sector.
