WBSEDCL Invites Bids for 5 MW (AC) Floating Solar PV Projects in Purulia, West Bengal

West Bengal State Electricity Distribution Company Ltd. (WBSEDCL) has issued a tender for setting up a 5 MW (AC)/6 MW (DC) floating solar PV plant at Upper Dam of Purulia Pump Storage Project Site, in Purulia district of West Bengal. Bid submission ends on February 17, 2025.

West Bengal State Electricity Distribution Company Ltd. (WBSEDCL) has floated a tender for setting up a 5 MW (AC)/6 MW (DC) floating solar PV plant at Upper Dam of Purulia Pump Storage Project Site, in Purulia district of West Bengal.

The scope of work includes design, engineering, manufacture/procurement, supply, installation, testing and commissioning of the floating solar PV plant along with comprehensive operation and maintenance for 5 years.

The estimated value put to tender (excluding GST) is INR 29.94 crore. The project must be completed in 365 days.

Bidders need to furnish INR 60 lakh as an earnest money deposit (EMD).

The last date for the submission of bids is February 17, 2025. The techno-commercial bids will be opened on February 19, 2025.

The bidder must have the credential of satisfactory execution of contract(s) in planning, design and engineering, manufacture/procurement, supply, installation, testing and commissioning with comprehensive operation and maintenance of at least one 2.5 MW capacity or two 2 MW each or three 1.5 MW each of plant capacity grid-connected Solar PV Project(s) or higher capacity of similar project(s) in each case during preceding 5 years.

The plant(s) should have been operating successfully after commissioning for minimum one year up to the bid submission start date.

Additionally, in the last 5 years, the bidders must possess experience in single completed work of project execution in on-grid Solar PV Power Projects sector or any other job costing not less than the amount equal to 50 percent of the tender value of the project.

The equivalent value of each completed work, in the last 5 years, for two and three such completed works must not be less than 40 percent and 30 percent of tender value, respectively.

 As for financial eligibility, the bidder must have a Minimum Average Annual Turnover of 30 percent of the tender value during last 3 consecutive Financial Years.

Bidder must have Liquid Assets (LA) and/or evidence of access to or availability of fund-based credit facilities of not less than 10 percent of the tender value and the Banker should confirm that the Credit facility is earmarked for the Work specified under Bid.

Net worth for the each of the last 3 Financial Years must be positive.
