WBREDA Invites Bids for Solarising 57 DM Offices Across 19 Districts in West Bengal

West Bengal Renewable Energy Development Agency (WBREDA) has issued a tender for the installation and commissioning of 570 kWp rooftop grid-connected solar PV systems across 57 district magistrate office buildings in West Bengal. Bid submission ends on January 7, 2025.

West Bengal Renewable Energy Development Agency (WBREDA) has floated a tender for design, engineering, manufacture/procurement, testing, supply, installation and commissioning of rooftop grid-connected solar PV power system of cumulative capacity 570 kWp at DM Office buildings of 19 districts in West Bengal.

The selected developers must also provide 5 years of comprehensive maintenance on turnkey basis.

The projects must be completed within 6 months for the date of issue of letter of award (LoA).

The bidders need to pay INR 2,000 as a tender fee.  Further, they need to furnish INR 4.13 lakh as an earnest money deposit (EMD).

If L1 bidder has quoted bid rate 80 percent or less of the estimated cost put to the tender, then additional performance security at 10 percent of the tendered amount have to be submitted by the bidder in the form of Bank Guarantee.

The last date for online submission of bids is January 7, 2025.

Total estimated project cost for the 570 kWp capacity is INR 3.56 crore  and estimated value of maximum offered capacity of 330 kWp is about INR 2.06 crore.

On a whole, rooftop solar plant needs to be installed in 57 locations each measuring 10 kWp totalling a cumulative capacity of 570 kWp.

Bidders have to quote bids for 33 buildings each with a capacity of 10 kWp totalling project capacity of 330 kWp.

The tender document specifies, “L1 bidder will be awarded work for 33nos 10 kWp GRTSPV Systems at par the lowest acceptable price schedule. The systems shall be installed at the DM office buildings under 11 districts namely Bankura, Birbhum, Purulia, Paschim Bardhaman, Paschim Medinipur.”

It further added, “Balance work of 24nos 10 kWp GCRTSPV systems will be awarded to L2 Bidder if he agrees to accept the lowest acceptable price schedule without any alternation. The System shall be installed at DM office buildings under the eight districts namely Darjeeling, Kalimpong, Jalpaiguri, Alipurduar, Cooch Behar, Malda, Uttar Dinajpur, Dakshin Dinajpur.”

The bidder must have experience in supply, installation and commissioning solar PV power plants/solar pump having cumulative capacity of not less than 100 kWp anywhere in India under order of any government department, government own company, government organisation, government institution, Parastatal under any government program system connected to the DISCOM Grid during preceding 7 years ending last day of month previous to the one in which NIeT are invited.

The minimum capacity of each PV power plant shall be of 5 kW. And, for solar pump minimum array capacity shall be of 5 kWp.

The bidder must have a minimum average annual turnover (MAAT) of INR 62 lakh during any 3 financial years out of last 7consecutive years ending on March 31, 2023.

Bidder must have the liquid asset and/or evidence of access to or availability of credit facility of equivalent amount not less than INR 20 lakh.
Average net worth for any 2 financial years out of last 7 consecutive years ending on March 31, 2023.
