Vendors Required to Provide INR 25L Bank Guarantee for National Registration in PM Surya Ghar Scheme

The Government of India in a bid to increase solar rooftop capacity and enable residential households to generate their electricity, had greenlit the PM Surya Ghar: Muft Bijli Yojana on February 29, 2024. This initiative is slated to be executed through the National Portal.
Since its launch, the National Portal has been inundated with applications from DISCOM consumers eager to apply for rooftop solar installations. However, to qualify for the CFA under this scheme, consumers must engage vendors registered on the National Portal for the installation process.
Under the newly introduced scheme, vendors must adhere to the existing procedures and terms outlined in OM No. 318/6/2022-GCRT dated June 10, 2022, and May 17, 2023. Vendors who are already registered under the GCRT Phase II scheme will automatically be enrolled for the PM Surya Ghar Scheme, with their existing documents, including bank guarantees, deemed valid.
In addition to state-level registration, a national registration process has been introduced, with REC Limited designated as the Registering Authority. Vendors seeking national registration are required to furnish a bank guarantee of INR 25 lakh.
Furthermore, national registration will remain valid for five years, with the option for renewal for an additional five years at no extra cost, provided the vendor extends the previous bank guarantee or submits a new one. Registered vendors will have the flexibility to operate in any district of any state, though they can specify preferred operational areas for consumer search purposes.
In the event of delays in the readiness of the national registration process, the National Portal Implementing Agency (NPIA) will resort to physical registration methods until the online process is streamlined.
With an outlay of INR 75,021 crore, the PM Surya Ghar Scheme is slated for implementation until the fiscal year 2026-27, aiming to revolutionize solar energy adoption across the nation.
