UPNEDA Issues Tender for Hybrid Solar Rooftop Projects in UP
UPNEDA invites bids for supply, installation, testing, and commissioning of 11-50 kW on-grid hybrid solar rooftop systems with battery backup on government buildings across Uttar Pradesh, including 10 years of comprehensive maintenance under Capex mode.

The Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has issued a tender for the supply, erection, testing, commissioning, and 10-year comprehensive maintenance of 11 kW to 50 kW on-grid hybrid solar rooftop power plants with battery backup.These installations will be deployed across various government buildings in the state under the Capex mode.
The bid submission deadline is March 28, 2025, with technical bids opening on March 29, 2025 at the UPNEDA Head Office in Lucknow. Financial bids will be opened later for technically qualified bidders.
The project has a tentative capacity of 2 MW, subject to fund availability, with an estimated cost of INR 44 crore (inclusive of GST). Bidders must meet eligibility criteria, including experience in installing at least 600 kW of solar rooftop projects in government institutions between 2019-2024. Financial requirements include an average annual turnover of INR 13.2 crore in the best three years of the last five financial years and a positive net worth in the last financial year.
The bid is open to individual bidders, joint ventures (JVs), and consortiums (with a maximum of three members). A non-refundable tender fee of INR 11,800 (inclusive of GST) and an Earnest Money Deposit (EMD) of 2 percent of the estimated cost are required, though MSEs in Uttar Pradesh can submit a Bid Security Declaration for exemption. Additionally, bidders must provide MNRE/NABL test reports (dated April 2022 or later) for PV modules, hybrid inverters, batteries, and the complete system, along with an authorisation letter from the Original Equipment Manufacturer (OEM). Other necessary documents include a notarized affidavit confirming compliance with service center setup, tax clearance, and non-blacklisting status, as well as a GST registration certificate.
The lowest bidder (L1) will set the benchmark price, and others within 25 percent of L1 may also be considered. The L1 bidder may receive 50 percent of the total capacity, with the remaining projects allocated based on performance.
