UPERC Approves UPPCL's 2000 MW Solar PV Tender and Procurement

The Uttar Pradesh Electricity Regulatory Commission (UPERC) has recently given a significant decision in Petition No. 2086 of 2024, which pertains to Uttar Pradesh Power Corporation Ltd. (UPPCL)'s initiative to procure 2000 MW of solar photovoltaic (PV) power.
 
The Commission's ruling, delivered on August 14, 2024, grants approval for the Request for Selection (RfS) and Draft Power Purchase Agreement (PPA) documents detailed in Annexure P-1 and P-2 of the petition. This decision marks a pivotal step in advancing UPPCL's efforts to bolster the state’s renewable energy capacity.
 
The RfS outlines the criteria and procedures for selecting bidders, establishing a transparent and competitive framework for the procurement process. Meanwhile, the Draft PPA defines the contractual terms for the power purchase agreements, ensuring clear and enforceable commitments between UPPCL and the selected solar power providers. The Commission's approval of these documents is crucial for ensuring a seamless and effective procurement process.
 
The petition, submitted by UPPCL, aimed to obtain the Commission's formal endorsement for the procurement process, which is vital for moving forward with the planned solar projects. This endorsement is necessary to align the procurement with relevant regulatory and policy frameworks and to facilitate the implementation of solar PV projects that meet both state and national renewable energy targets.
 
In addition to seeking approval for the RfS and Draft PPA, UPPCL requested the Commission to issue any orders deemed appropriate based on the specifics of the petition. This request underscores the need for additional directives or adjustments to ensure that the procurement process conforms to regulatory standards and supports the state’s energy objectives.
