THDC India Issues Empanelment Tender to Prepare DPR of Floating Solar Projects in 8 States

THDC India Ltd. has issued a tender to empanel technical consulting agencies for preparing detailed project reports (DPR) for floating solar power projects across eight Indian states. The last date for submission of bids is December 26, 2024.

THDC India Ltd. has floated a tender for the empanelment of technical consulting agencies for the preparation of detailed project reports (DPR) of floating solar power projects in eight states across India. The period of empanelment is for three years.

The states for the floating solar projects include Uttarakhand, Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Karnataka, Kerala, Rajasthan, and Maharashtra.

The empanelment for preparing the DPR for floating solar projects is to be done for two categories. While Category-A1 will include projects up to 100 MW, Category-A2 will include projects beyond 100 MW and up to 500 MW.  

 “Further, for preparation of the DPR of projects beyond 500 MW capacity, the empanelled consultants/firms of 500 MW capacity i.e. Category-A2 will be considered as empanelled bidders for beyond 500 MW capacity projects. However, those empanelled bidders have to qualify the financial criteria kept during the RFP stage,” clarified the tender document.

The scope of the services includes the detailed project report including assessment of suitability, engineering survey/studies, cost estimates, technical, economic and financial viability for the development of solar power projects and viable schemes to take up the project on EPC mode. The assignment will be focused on conducting detailed technical and financial due diligence.

The last date for submission of bids is December 26, 2024. The techno-commercial bids will be opened on December 27, 2024.

The EoI document specifies that the sole bidder/lead partner of the joint venture/lead member of the consortium should be the Class-I Local Supplier. Presently, Class-I local supplier means a supplier or service provider whose goods, services or works offered for procurement has local content equal to or more than 60 percent.

The bidder/consultant must have at least 3 years of experience in providing consultancy services for solar power projects within or outside India prior to the date of publication of NIT on e-Portal.

Further, the bidder/consultant must have completed the preparation of two detailed project reports (DPR) of grid-connected floating solar power projects in the last 7 years prior to the publication of NIT. The installed capacities of the floating solar projects should be a minimum of 10 MW each for Category-A1 and 20 MW each for Category-A2.

As for financial eligibility, the average annual financial turnover of the bidder/consultant during the last three financial years, ending March 31, 2024, should not be less than INR 54.27 lakh for Category-A1 and INR 112.50 lakh for Category-A2.

The net worth of the bidder/consultant should not be less than 100 percent of the bidder’s/consultant’s paid-up share capital as on the last day of the preceding financial year i.e. March 31, 2024.
