TGGENCO Invites Bids for 250 MW/500 MWh Standalone BESS Projects in Telangana

Telangana Power Generation Corporation (TGGENCO) has issued a tender for setting up of pilot project of 250 MW/500 MWh standalone battery energy storage systems (BESS) in Telangana under tariff-based global competitive bidding with viability gap funding (VGF) support. Bid submission ends on February 21, 2025.

Telangana Power Generation Corporation (TGGENCO) has floated a tender for setting up of pilot project of 250 MW/500 MWh standalone battery energy storage systems in Telangana under tariff-based global competitive bidding with viability gap funding (VGF) support under the ‘BOO’ model.

Developers will be eligible for viability gap funding (VGF) support of INR 27 lakh/MWh or 30 percent of the project's capital cost, whichever is lower.

The bidders need to pay INR 29,500 (plus GST) as a cost for the RfS document. They further need to pay INR 10,000/MW for the quoted capacity subject to a maximum amount of INR 10 lakh (plus GST) as a bid processing fee.

They also need to furnish INR 4.32 lakh/MW as an earnest money deposit. Selected bidders need to submit INR 10.80 lakh/MW as a performance bank guarantee, prior to signing of BESPA.

The last date for submission of bids is February 21, 2025. The techno-commercial bids will be opened on February 25, 2025.

The minimum bid size will be 100 MWh i.e. 50 MW x 2 hours.

Setting up of the BESS and interconnection of the BESS with the State Transmission Network will be under the scope of the BESSD.

The total Project capacity of 250 MW/ 500 MWh shall be located in the vicinity of Substations of the STU network.

The BESSD shall make the BESS available for 2 operational cycles per day, i.e. 2 complete charge-discharge cycles per day.

The BESSD must install, operate and maintain the BESS to offer facility to TGDISCOMs to charge and discharge the BESS on an ‘on demand’ basis. The BESSD shall guarantee a minimum system availability of 95 percent on an annual basis.

It is proposed to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.

The net worth of the bidder shall be equal to or greater than INR 43.20 lakh/MW of the quoted capacity (in MW), as on the last date of the previous Financial Year or as on the day at least 7 days prior to the bid submission deadline.
