Telangana State Unveils New Regulations for Green Energy Open Access
Telangana's 2024 regulations enable consumers with 100 kW or more load to access green energy open access (GEOA) to promote renewable energy adoption.

Telangana State Electricity Regulatory Commission (TSERC) has unveiled new regulation for its consumers to promote green energy across the State. As per the Regulation, termed as TSERC’s (Terms and Conditions of Open Access) Regulation, 2024, consumers with a contracted or sanctioned load of 100 kW or more, including those who aggregate multiple connections to achieve a total of 100 kW within the same electricity division of a power distribution company (discom), are eligible for GEOA. This Regulation shall extend to whole of Telangana State.
As per the Commission, this Regulation shall apply to open access users (including captive users and GEOA users) for use of intra-State transmission system (ln-STS) or distribution system in the Telangana State, including when such system is used in conjunction with inter-State transmission system.
These regulations align with the GEOA guidelines released by the Ministry of Power in June 2023. The duration of the consumer’s use of the intra-state transmission or distribution system determines their category viz. long-term (7 to 25 years), medium-term (one month to seven years), or short-term (less than a month). GEOA applicants must submit a complete application through the central portal.
The categorization of users of Open Access transmission and distribution systems of licensee are classified based on the various criteria such as, system to which connected, distribution system,Intra-State transmission system, Inter-State location of entry and exit points,both within the same distribution system,within the State but in different distribution systems and in different States.
For units designated for captive use, consumption is assessed based on the net electricity produced by the power station, calculated annually. Additionally, the commission has established wheeling charges, transmission charges, and cross-subsidy charges for consumers using open access green energy.
As per the commission, the cross-subsidy surcharge for GEOA consumers purchasing renewable energy from a generating project will not exceed 50 per cent for 12 years from the project's operation date. There will be no cross-subsidy or additional surcharge for consumers procuring power from waste-to-energy projects or using green power to produce green ammonia or green hydrogen.
However, consumers obtaining green power from their own captive plant will also be exempt from the cross-subsidy surcharge. Furthermore, the additional surcharge will not apply to GEOA consumers who pay fixed or demand charges. For projects commissioned up to December 2023, the additional surcharge will not apply to power from offshore wind projects.
Other charges that users must pay include scheduling charges, state load dispatch centre charges, and deviation and reactive charges. It should be noted that GEOA consumers cannot bank more than 30 per cent of their monthly usage from the discom and will incur banking charges equivalent to 8 per cent of the energy banked. The energy banking duration is one month, after which any unused energy will lapse. However, GEOA consumers will receive renewable energy certificates for the unused energy.
