SJVN Ltd. has announced the launch of a Request for Selection (RfS) for the procurement of 6000 MWh (1500 MW x 4 Hours) of assured peak power from ISTS-connected renewable energy projects equipped with energy storage systems (ESS).
These projects will be developed across India under the Tariff-Based Competitive Bidding (TBCB) framework and will operate on a Build-Own-Operate (BOO) model.
The bids are invited through an open e-tender process using a single-stage two-envelope system. Interested bidders must submit a non-refundable document fee of INR 29,500, along with a bid processing fee of INR 15 lakh plus GST for each project. Additionally, an Earnest Money Deposit (EMD) of INR 12.26 lakh per MW (with a maximum limit of INR 35 Crore) is required.
The key dates include a pre-bid meeting on December 20, 2024. The final deadline for online bid submission is January 24, 2025, while hard copies of the documents must be submitted by January 29, 2025. Technical bids will be opened on the same day, and the price bid opening, along with e-reverse auctions, will follow for the shortlisted bidders.
The responses to this RfS must remain valid for 12 months from the last date of bid submission. The guarantee must remain valid for 12 months from the bid submission date. Failure to submit the EMD will lead to the rejection of the bid.
The PPA will be executed based on the breakdown of the total contracted capacity awarded to the bidder. The successful bidder has the option to divide the contracted capacity, provided that no individual project's contracted capacity is less than 50 MW. In such cases, each divided capacity under the PPA will be treated as a separate project, and the developer must comply with the terms and conditions of both the RfS and PPA for each project separately.
