SJVN Invites Bids for 375 MW/1500 MWh BESS Projects in Uttar Pradesh
SJVN has issued a tender for setting up of 375 MW/1500 MWh standalone battery energy storage systems (BESS) in Uttar Pradesh with Viability Gap Funding (VGF) support under tariff-based competitive bidding on a build, own and operate (BOO) basis. Bid submission ends on March 28, 2025.

SJVN Ltd. has floated a tender for the selection of battery energy storage system developers (BESSDs) for setting up of 375 MW/1500 MWh standalone battery energy storage systems (BESS) in Uttar Pradesh with Viability Gap Funding (VGF) support under tariff-based competitive bidding on a build, own and operate (BOO) basis.
SJVN will enter into a battery energy storage purchase agreement (BESPA) with the selected bidder(s) for a period of 20 years.
Bidders need to pay INR 29,500 as a tender document fee. Additionally, they need to deposit INR 15 lakh (plus GST) as a bid processing fee. Further, they need to furnish INR 3.41 lakh/MWh, subject to a maximum of INR 20 crore per project, as an earnest money deposit (EMD).
The last date for submission of bids online is March 28, 2025. The techno-commercial bids will be opened on April 1, 2025.
The minimum project capacity or contracted capacity that can be offered by the bidder must be 500 MWh (125 MW x 4 Hours) and the maximum project capacity must be 750 MWh (187.50 MW x 4 Hours). “The total cumulative project capacity to be awarded under this RfS shall be 1500 MWh. The project capacity shall be quoted in multiple of 250 MWh only,” clarified the tender document.
It further specified that battery energy storage system projects of total capacity of 1500 MWh are required to be designed for interconnection with the designated InSTS substation at UPPTCL 400kV/ 220 kV Garautha Sub Station in Jhansi district of UP, for injection at voltage level of 220 kV.
Land identification and allocation for the Project land will be under scope of UPPCL/UPPTCL.
The tender promotes only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.
The net worth of the bidders must be equal to or greater than INR 34.10 lakh/MWh of the quoted capacity, as on the last date of previous Financial Year, or as on the day at least 7 days prior to the bid submission deadline.
The bidders must possess a minimum average annual turnover of INR 51.15 lakh/MWh of the quoted capacity during the last three Financial Years. Further, the bidder must have internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes (PBDIT) excluding other and exceptional income for a minimum amount of INR 10.23 lakh /MWh of the quoted capacity, as on the last date of previous financial year, or as on the day at least 7 days prior to the bid submission deadline.
The bidders also must possess in-principle sanction letter from the lending institutions/banks of the bidder, committing a Line of Credit for a minimum amount of INR 28.41 lakh/MWh of the quoted capacity, towards meeting the working capital requirement of the project.
