SECI Unveils Tender for 10 MW Solar PV Power Plant Forecasting Work at DRDO

Interested parties have until January 17, 2024, to submit their bids, with the techno-commercial bid opening on the same day.

In a bid to bolster solar energy forecasting capabilities, the Solar Energy Corporation of India (SECI) has recently issued a tender seeking the expertise of an agency for the generation forecasting and load forecasting tasks at the Defence Research and Development Organisation (DRDO) for a 10 MW solar PV power plant. 

The project also entails close coordination with key entities such as Bangalore Electricity Supply Company (BESCOM) and Karnataka Power Transmission Corporation Limited (KPTCL). 

Interested parties have until January 17, 2024, to submit their bids, with the techno-commercial bid opening on the same day.

The envisaged contract period is set at three years from the signing of the agreement, with provision for a two-year extension under identical terms and conditions. 

The bid validity is 180 days, and a tender processing fee of INR 6,000, inclusive of GST at 18 percent, is applicable per bid. The earnest money deposit (EMD) stands at INR 47,000, while the contract performance security is fixed at 5 percent of the total contract value.

SECI has outlined stringent criteria for potential bidders, requiring a proven track record of successful completion of at least one work order valued at INR 37,80,000 or more, or two work orders of INR 23,60,000 or higher over the past three years. 

Alternatively, bidders focused on forecasting the solar plant at DRDO should demonstrate the successful completion of at least three similar work orders valued at INR 18,90,000 or more during the specified period.

Additionally, bidders must meet financial benchmarks, including a Minimum Average Annual Turnover (MAAT) of INR 18,90,000 in each of the last three financial years (FY 2020-21, 2021-22 & 2022-23).
