The Solar Energy Corporation of India (SECI) has announced an e-tender inviting bids for a solar power project coupled with Energy Storage Systems (ESS). The tender, issued under the Ministry of Power (MOP) guidelines, aims to procure electricity through a tariff-based competitive bidding process.
SECI's tender focuses on the development of a 1200 MW ISTS-connected solar PV power project, with provisions for 600 MW/1200 MWh Energy Storage Systems. The projects, whether with or without energy storage, are to be interconnected to the intra-state transmission system and have individual capacities of 10 MW and above.
Bidders interested in participating in the tender are required to have a bid capacity of 50 MW and above for projects connected to the inter-state transmission system. The tender document, prepared in accordance with guidelines, allows for subsequent amendments until the last date of bid submission.
Interested parties must submit their bids at a cost of INR 29,500 (including GST), with payment made through NEFT/RTGS transfer to SECI's account. Additionally, bid processing fees range from INR 5 Lakh for projects between 50 MW and 90 MW, to INR 15 Lakh for projects of 100 MW and above.
The validity of the tender document extends up to 12 months from the last date of submission, with SECI reserving the right to reject any response that fails to meet this requirement. Successful bidders will be issued Letters of Award (LoAs) based on discovered tariffs, valid until the signing of the power purchase agreement (PPA).
Financial eligibility criteria for bidders include a net worth equal to or greater than INR 1,29,40,000/MW of the quoted capacity, as well as demonstrating sufficient means to manage the fund requirements for the project. Bidders are also required to show a minimum annual turnover of INR 38,30,000/MW of the quoted capacity during the previous financial year.
With this tender, SECI aims to accelerate the development of solar power projects with energy storage systems, contributing to India's renewable energy goals.
