SECI Opens Bidding for 500 MW Offshore Wind Power Project

The Solar Energy Corporation of India (SECI) has officially launched the Request for Selection (RfS) for a significant offshore wind power initiative, seeking developers for a 500 MW ISTS-connected offshore wind power project (Tranche-I). This move marks a pivotal step in India’s effort to harness its offshore wind potential, capitalising on its extensive coastline.
The tender invites proposals from qualified developers interested in setting up the offshore wind power project on a Build-Own-Operate (BOO) basis. Successful bidders will enter into a Power Purchase Agreement (PPA) with SECI for a 25 years term. focusing on the sale of power generated to Gujarat Urja Vikas Nigam Limited (GUVNL) on behalf of Gujarat’s distribution companies.

The project, supported by the Ministry of New and Renewable Energy (MNRE), aligns with recent guidelines issued under the Viability Gap Funding (VGF) Scheme. This scheme aims to provide financial support to offset the initial costs of offshore wind projects, making them more attractive to developers.
Bidders must adhere to a Single Stage, Two-Envelope Bidding Procedure, with proposals to be submitted through SECI’s e-tendering portal. The bidding process involves a non-refundable document fee of INR 50,000 plus GST and a bid processing fee of INR 20 lakh plus GST. Additionally, an Earnest Money Deposit (EMD) of INR 37 lakh per MW is required. The pre-bid meeting details and submission deadlines will be posted on SECI’s or ISN-ETS portal website.
Interested parties are encouraged to register on the ISN-ETS portal to participate. The RfS document, along with any amendments or clarifications, can be downloaded from SECI’s official website or ISN-ETS. SECI reserves the right to amend or withdraw the tender at its discretion.
