SECI Invites Bids for 2.7 MW Floating Solar PV Projects With BESS in Lakshadweep

Solar Energy Corporation of India (SECI) has issued a tender for 2.7 MW floating solar projects with battery storage on Agatti and Kavaratti islands in Lakshadweep under the RESCO model. Bid submission ends on April 30, 2025.

Solar Energy Corporation of India (SECI) has floated a tender for the selection of solar power developers for setting up of 2.7 MW grid-connected floating solar PV projects with battery energy storage systems (BESS) on the lagoons of Agatti and Kavaratti islands of Lakshadweep under RESCO mode through tariff-based competitive bidding.

The capacity of the project at Agatti Island is 0.95 MW and the capacity of the project at Kavaratti Island is 1.75 MW. For both projects, the bidders need to provide a minimum of 2.5 MW/16 MWh BESS storage each.

Bidders need to pay INR 6,000 as a bid processing fee. Further, they need to furnish INR 1.33 crore for the Agatti project and INR 1.41 crore for the Kavaratti project as earnest money deposits (EMD). Selected bidders need to deposit INR 3.31 crore for the Agatti project and INR 3.51 crore for the Kavaratti project as Performance Bank Guarantees (PBGs).

The last date for submission of bids online is April 30, 2025. The techno-commercial bids will be opened on May 5, 2025.

It is proposed to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the projects.

The bidder must have experience in the design, supply, installation and commissioning of grid-connected solar PV power plants of cumulative AC capacity of not less than 50 percent of the project capacity quoted for, in the last seven years as on the last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least six months prior to the last date of bid submission.

Additionally, the bidder must have experience in the design, supply, installation and commissioning of at least two grid-connected solar PV power plants having an individual AC capacity of 10 percent or above of the project quoted for, in the last seven years as on the last date of bid submission. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least six months prior to the last date of bid submission.

To be financially eligible for the Agatti project, the bidder must possess a net worth of a minimum of INR 13.22 crore, and a minimum annual turnover of INR 11.70 crore. Profit Before Depreciation Interest and Taxes (PBDIT) must be at least INR 2.34 crore in the previous financial year. Bidders also must possess a line of credit of a minimum INR 2.92 crore.

To be financially eligible for the Kavaratti project, the bidder must possess a net worth of a minimum of INR 14.026 crore, and a minimum annual turnover of INR 12.50 crore. Profit Before Depreciation Interest and Taxes (PBDIT) must be at least INR 2.50 crore in the previous financial year. Bidders also must possess a line of credit of a minimum INR 3.12 crore.
