SECI Invites Bids for 500 MW ISTS-Connected Wind Power Projects in India
This initiative is part of the tariff-based competitive bidding process aimed at establishing 500 MW ISTS-connected wind power projects in India, specifically under SECI-Tranche-XVII.

Solar Energy Corporation of India (SECI) has announced the issuance of Request for Selection (RfS) Document for the selection process for wind power developers. This initiative is part of the tariff-based competitive bidding process aimed at establishing 500 MW ISTS-connected wind power projects in India, specifically under SECI-Tranche-XVII.
SECI targets proposals from interested parties for the establishment of ISTS-connected Wind power projects in India, to be operated on a Build Own Operate (BOO) basis, with a combined capacity of 500 MW. The power generated from these projects is designated to be procured by SECI, and subsequently sold to the Distribution Companies (DISCOMs) of Bihar State, acting as the buying entities under this RfS.
Interested bidders are required to procure the RfS document at a non-refundable cost of INR 29,500/- (inclusive of GST), to be submitted through NEFT/ RTGS transfer to the designated SECI account, along with their bid responses. Additionally, a bid processing fee, dependent on project size, ranging from INR 5 Lakh to INR 15 Lakh plus applicable taxes, is to be paid through NEFT/RTGS transfer along with the bid response. Moreover, a specified Earnest Money Deposit of INR 9,42,000/MW per project, in the form of Bank Guarantee, is to be submitted alongside the bid response.
Bidders must ensure the submission of their bid proposals, complete in all aspects, by the stipulated deadline mentioned on ISN-ETS Portal, SECI website, and the Bid Information Sheet.
Successful bidders will enter into a Power Purchase Agreement (PPA) with SECI, spanning a period of 25 years, based on the terms, conditions, and provisions outlined in the RfS and PPA documents, available for download from the ISN-ETS portal.
Bidders, along with their Parent, Affiliate, or Ultimate Parent companies, are permitted to submit a single bid offering a minimum contracted capacity of 50 MW and a maximum of 600 MW. The total capacity allocation to a Bidder, including associated entities, is capped at 600 MW.
