SECI Invites Bids for 1750 kW Rooftop Solar Projects Across 5 Locations
Solar Energy Corporation of India (SECI) has floated a tender to select solar power developers for setting up of 1750 kW grid-connected rooftop solar PV projects under RESCO mode through tariff-based competitive bidding. Bid submission ends on February 28, 2025.

Solar Energy Corporation of India (SECI) has floated a tender to select solar power developers for setting up of 1750 kW grid-connected rooftop solar PV projects under RESCO mode through tariff-based competitive bidding.
The projects will be set up across 5 locations. Estimates capacities are - 800 kW at National Institute of Technology (NIT), Meghalaya; 150 kW at National Institute of Technical Teachers Training & Research (NITTTR), Chandigarh; 450 kW at Indian Institute of Technology (IIT), Bhilai; 250 kW at North Eastern Handicrafts & Handlooms Development Corporation Ltd. (NEHHDC), Guwahati and 100 kW at Indian Council of Social Science Research (ICSSR), New Delhi.
The projects will be set up across 5 locations. Estimates capacities are - 800 kW at National Institute of Technology (NIT), Meghalaya; 150 kW at National Institute of Technical Teachers Training & Research (NITTTR), Chandigarh; 450 kW at Indian Institute of Technology (IIT), Bhilai; 250 kW at North Eastern Handicrafts & Handlooms Development Corporation Ltd. (NEHHDC), Guwahati and 100 kW at Indian Council of Social Science Research (ICSSR), New Delhi.
Bidders need to pay INR 6,000 (including GST) as a bid processing fee. They also need to furnish earnest money deposit (EMD) which varies according to location - NIT, Meghalaya (INR 7.92 lakh), NITTTR, Chandigarh (INR 1.35 lakh), IIT, Bhilai (INR 4.05 lakh), NEHHDC, Guwahati (INR 2.47 lakh) and ICSSR, New Delhi (INR 90,000).
Selected bidders need to submit a Performance Guarantee for a value of INR 3,375/kW for Zone III and INR 3,713/kW for Zone IV corresponding to the cumulative project capacity for which the PPA is being signed prior to signing of PPA.
The last date for submission of bids is February 28, 2025. The techno-commercial bids will be opened on March 5, 2025.
Obtaining Net-metering and grid connectivity of the Project under this tender would be the responsibility of the solar power developer.
In IIT Bhilai, the Solar PV modules shall be of half-cut Mono PERC cell technology, with each module having a minimum capacity of 500 Wp and achieving a minimum efficiency of 20 percent. The inverter shall be designed to maintain a steady output frequency of 50 Hz, with the Total Harmonic Distortion (THD) at its output being less than 3 percent.
The declared annual CUF shall in no case be less than 15 percent for projects to be set up in Zone III (i.e. projects located in Chandigarh, Chhattisgarh, and New Delhi) and 13.5 percent for projects to be set up in Zone IV (i.e. projects located in Meghalaya and Assam).
The selected bidder must pay service charges at the rate of INR 1,350/kW (plus GST) for Zone III and INR 1,485/kW (plus GST) for Zone IV to SECI.
It is proposed to promote only commercially established and operational technologies to minimize the technology risk and to achieve timely commissioning of the project. The projects must be ALMM compliant.
The net worth of the bidder as on the last date of previous Financial Year, i.e., FY 2023-24 or as on the day at least 7 days prior to the bid submission deadline must be at least INR 79.20 lakh for NIT, Meghalaya, INR 13.50 lakh for NITTTR, Chandigarh, INR 40.50 lakh for IIT, Bhilai, INR 24.75 lakh for NEHHDC, Guwahati and INR 9 lakh for ICSSR, New Delhi.
The bidder must have a minimum working capital corresponding to the cumulative number of projects quoted by the bidder, as on the last date of previous Financial Year, i.e., FY 2023-24 or as on the day at least 7 days prior to the bid submission deadline, of INR 66 lakh for NIT, Meghalaya, INR 16.87 lakh for NITTTR, Chandigarh, INR 50.62 lakh for IIT, Bhilai, INR 20.62 lakh for NEHHDC, Guwahati and INR 11.25 lakh for ICSSR, New Delhi.
