SECI Invites Bids for 1200 MW ISTS-Connected Solar Power Projects in India

This initiative is part of the tariff-based competitive bidding process aimed at establishing 1200 MW ISTS-connected solar power projects in India, under SECI-ISTS-XVI.

Solar Energy Corporation of India (SECI) released a Request for Selection (RfS) Document for the selection process of solar power developers. This initiative is part of the tariff-based competitive bidding process aimed at establishing 1200 MW ISTS-connected solar power projects in India, under SECI-ISTS-XVI.

SECI is inviting proposals for the Solar PV Power projects to be executed on a Build Own Operate (BOO) basis. Upon selection, successful bidders will enter into a Power Purchase Agreement (PPA) with SECI for the procurement of Solar Power over a 25-year period, in accordance with the terms, conditions, and provisions outlined in the RfS and PPA documents. The standard PPA document is available for download from the ISN-ETS portal.

The power generated from these projects, procured by SECI, is designated for sale to various Buying Entities across India.

Interested bidders are required to obtain the RfS document at a non-refundable cost of INR 29,500/- (inclusive of GST), to be submitted through NEFT/RTGS transfer to the designated SECI account, along with their bid responses. Additionally, a bid processing fee, ranging from INR 5 Lakh to INR 15 Lakh plus applicable taxes depending on project size, must be paid through NEFT/RTGS transfer along with the bid response. Furthermore, a specified Earnest Money Deposit of INR 9,42,000/MW per project, in the form of Bank Guarantee, is to be submitted alongside the bid response.

Bidders are reminded to ensure the timely submission of their bid proposals, complete in all aspects, as per the Notice Inviting Tender (NIT) on ISN-ETS Portal and SECI website.

Bidders, along with their Parent, Affiliate, or Ultimate Parent companies, are eligible to submit a single bid, offering a minimum Contracted Capacity of 50 MW and a maximum of 600 MW. The total capacity allocation to a Bidder, including associated entities, is capped at 600 MW.

Under this RfS, Solar Power Developers (SPDs) are tasked with establishing ISTS-connected Solar PV Power Projects, including the transmission network up to the Interconnection/Delivery Point, with the primary goal of supplying Solar Power to SECI, at their own expense and in accordance with the provisions of the RfS and PPA.
