The Solar Energy Corporation of India (SECI) has revealed the winners of 1350 MW Inter-State Transmission System (ISTS)-connected wind power projects under Tranche XVI. After nearly eight months since the tender was floated last year, the results are finally out.
For projects to be set up in Gujarat, JSW Energy emerged as a major winner, securing 350 MW at a tariff of INR 3.61 per kWh. Additionally, JSW was awarded another 350 MW under the greenshoe option at the same tariff rate. Meanwhile, Powerica secured 50 MW with a quoted tariff of INR 3.70 per kWh.
In Karnataka, Torrent Power won 100 MW at a tariff of INR 3.60 per kWh. JSW also made significant inroads in Karnataka, winning 150 MW with a quoted tariff of INR 3.68 per kWh, and an additional 175 MW under the greenshoe option at a tariff of INR 3.60 per kWh.
SECI will enter into a power purchase agreement (PPA) with the developers, ensuring a steady acquisition of wind power for a period of 25 years.
The project developers are required to adhere to the relevant grid code, grid connectivity standards, communication system regulations, and other rules issued by the appropriate commissions and the Central Electricity Authority (CEA). The minimum voltage level for an ISTS connection is mandated to be 220 kV.
To maintain the efficiency and reliability of these projects, the declared or revised annual capacity utilisation factor (CUF) must always exceed 22 percent. Developers must sustain electricity generation to achieve an annual CUF between 80 percent and 120 percent of the declared or revised value throughout the 25-year PPA period.
Furthermore, only well-established technologies are permitted for use to minimise technological uncertainties and ensure timely power generation. Wind turbine models must be certified by the Ministry of New and Renewable Energy’s Revised List of Models and Manufacturers.
JSW New Energy is coming out as a big time renewable player in India, considering its bidding history of recent months.
