SCCL Invites Bids for 107 MW Solar Projects in Telangana

Singareni Collieries Company Ltd. (SCCL) has issued a tender to set up ground-mounted/OB dump-based solar PV plants totalling 107 MW at three locations in Telangana. Bid submission ends on April 11, 2025.

The Singareni Collieries Company Ltd. (SCCL) has floated a tender for setting up ground-mounted/OB dump-based solar PV plants with a cumulative capacity of 107 MW at three locations in Telangana.

The scope of work includes design, engineering, supply, construction, erection, testing and commissioning of cumulative 107 MW (AC) ground-mounted/OB dump-based Solar PV Power Plants at 3 different sites at SCCL. While the plant at STPP will have a capacity of 37.5 MW, Kothagudem Area plant will have a capacity of 32.5 MW. Ramgundam-3 Area will have a 20 MW OB dump-based solar plant capacity and 17 MW of ground-mounted solar plant capacity totalling 37 MW.

The bidder must also offer 10 years of comprehensive operation and maintenance (O&M) for the solar plants in those three locations.

Bidders need to submit INR 1 crore as bid security.

The last date for submission of bids is April 11, 2025.      

The total capacity of 107 MW will be awarded to a single successful bidder only.

The solar modules for the project must be procured from List-I of the ALMM order applicable on the date of invoicing of such modules.

The bidder must have experience either as an EPC contractor or as a developer in the execution of grid-connected ground-mounted solar projects on turnkey basis including design, supply, installation and commissioning of grid-connected solar PV power plant of cumulative capacity not less than 90 MW in the last 10 financial years. However, such grid-connected solar PV power plant capacity must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

Additionally, out of the above, at least 1 plant must have an individual capacity of 70 MW or above in the last 10 financial years. The reference plant must have been in satisfactory operation for at least 6 months prior to the last date of bid submission.

As for financial eligibility, the bidder must possess a Minimum Average Annual Turnover (MAAT) of INR 312 crore in the last three financial years. The net worth for the last audited financial year must be positive. Additionally, the bidder must have a minimum Working Capital of INR 200 crore as per the last audited financial statement.
