Saurya Urja Company of Rajasthan Invites Bids for 700 MW Solar Park Development

Saurya Urja Company of Rajasthan Limited (SUCRL) has issued a call for expressions of interest, inviting land aggregators or facilitators to participate in the acquisition of private land on lease for the development of a 700 MW solar park.
SUCRL, a joint venture between the Government of Rajasthan (GOR) and IL&FS Energy Development Company (IEDCL), was established in 2015 with the goal of developing 5,000 MW of solar parks in Rajasthan.
Having already accomplished a milestone with the development of a 1,000 MW solar park in Bhadla III, the company is now gearing up for a new venture.
The deadline for the submission of bids is set for January 5, 2024.
The proposed 700 MW solar park is planned to be situated on privately leased land in any of the four districts—Bikaner, Barmer, Jaisalmer, Phalodi—or in close proximity to an upcoming interstate transmission system-connected grid substation.
SUCRL is seeking interested applicants to acquire approximately 3,500 acres of private land on a lease basis for the establishment of solar power projects. The lease duration is set at 29 years and 11 months from the signing date of the lease agreement between the landowner and SUCRL, with a 5 percent rent escalation every three years.
Land aggregators interested in participating in this project must meticulously identify land based on various criteria, including location suitability, land elevations, road accessibility, water availability, presence of shrubs, lease rental, and distance to the substation. Importantly, the selected land parcels should not face any government restrictions for setting up a solar project.
The selection criteria for private lease land encompass factors such as the minimum distance of the transmission line from the ISTS Substation, minimum land periphery required for boundary wall construction, land elevation, and the minimum distance from the existing blacktop road.
To qualify, applicants are required to have a proven track record in completing land aggregation assignments for encumbrance and encroachment-free land. This experience should be on an upfront charge or lease rent basis for a minimum of 20 years, with a cumulative capacity of 300 MW or higher.
Applicants should have a positive net worth and possess liquid assets amounting to a minimum of INR 5 million as of the last day of the preceding financial year.
