RRECL Invites Bids for 282 MW Rooftop Solar PV Power Projects in Rajasthan Govt. Buildings
Rajasthan Renewable Energy Corporation Ltd. (RRECL) has issued a tender to empanel developers for the design, supply, installation, testing, and commissioning of 282 MW grid-connected rooftop solar PV projects on government buildings across Rajasthan.

Rajasthan Renewable Energy Corporation Ltd. (RRECL) has floated a tender to empanel developers to design, supply, erection, testing and commissioning of 282 MW grid-connected rooftop solar Photovoltaic power projects on state government buildings at various locations in Rajasthan.
The project needs to completed in 12 months.
The developers also need to offer comprehensive operation and maintenance for those projects for 25 years.
As per the tender document, minimum and maximum quoted capacity by bidders must be 5 MWp and 100MWp respectively. Minimum bid capacity in any district cannot be less than 5 MW.
The pre-bid meeting will be held on November 12, 2024. The last date for submission of bids is November 26, 2024. Techno-commercial bids will be opened on November 27, 2024.
The bidders need to pay INR 5900 as bid document fee and another INR 2500 as processing fee.
Bidders also need to furnish INR 8.7 lakh/ MW for the entire quoted capacity by way of DD/Bankers Cheque/Bank Guarantee. Bid Security for small scale industries of Rajasthan will be INR 2.17 lakh/MW and bid security for other than small scale industries, whose cases are pending with Board of Industrial and Financial Reconstruction will be INR 4.35 lakh/MW.
The successful bidder shall furnish construction and performance bank guarantees (C-PBG) amounting three percent of order value. C-PBG for small scale industries of Rajasthan will be 0.5 percent and C-PBG for other than small scale industries, whose cases are pending with Board of Industrial and Financial Reconstruction will be one percent.
“Payment of charges for comprehensive operation and maintenance of the rooftop solar power plants for 25 years from the date of COD shall be done on annual basis. An amount of INR 5 lakh/MW for the quoted capacity shall be paid to the contractor at the end of every year for 25 years after COD with an annual escalation of three percent from completion of 1st year onwards,” mentioned the tender document.
As for technical eligibility, the bidder should have designed, supplied, installed, tested and commissioned at least one grid-connected solar PV power plant with a minimum capacity of 5 kWp and cumulative capacity of grid-connected solar PV power plant(s) equal to or more than 10 percent of quoted capacity commissioned in the last 7 years, prior to bid submission date.
To be financially eligible, the bidder should have minimum net worth of INR 60 lakh/MW. The bidder should have minimum average annual turnover (MAAT) of INR 100 lakh/MW, during last three financial years.
