RNY Division of Northeast Frontier Railway Invites Bids for 7.8 MWp Rooftop Solar Projects
Rangiya Division of Northeast Frontier Railway has invited bids for a 7835 kWp grid-connected rooftop solar power project across residential buildings in the RNY Division with 5 years of AMC/CAMC. The last date for submission of bids is December 13, 2024.

Rangiya Division (RNY) of Northeast Frontier Railway has floated a tender to develop 7835 kWp grid-connected rooftop solar power plant at residential buildings in the RNY Division. The projects will also involve 5 years of AMC/CAMC.
The estimated value of the tender is INR 35.51 crore. The project must be completed in 6 months.
The scope of work includes supply, design, installation, testing and commissioning of 7835 KWp of different capacity (3 kWp to 10 kWp) grid-connected rooftop solar power plant consisting of monocrystalline panel, inverter with remote monitoring system including SIM with 5 years net connectivity, fixing structure and all other accessories including LA and proper earthing at stations as per the direction of EIC at site. PV Module (Monocrystalline) should be IEC certified with a five-year AMC/CAMC including cleaning.
Bidders need to deposit INR 19.25 lakh as an earnest money deposit (EMD). Bidding will start on November 29, 2024 and will end on December 13, 2024.
As per the terms laid in the tender, the contractor/firm shall be required to meet a minimum guaranteed generation of 15 percent CUF (Capacity Utilisation Factor). The annual CUF shall in no case be less than 15 percent during the entire period of 5 years.
The bidder must have successfully completed or substantially completed any one of the following categories of work(s) during last 7 years, ending the last day of the month previous to the one in which the tender is invited.
Bidders should have either completed three similar works each costing not less than the amount equal to 30 percent of the advertised value of the tender, or two similar works each costing not less than the amount equal to 40 percent of the advertised value of the tender. If they have completed only one similar work, the cost for the same should not be less than the amount equal to 60 percent of the advertised value of the tender.
Similar works here mean supply, installation, testing and commissioning of solar power plants having executed a single work of minimum 30 percent rating of total tendered quantity/capacity in Railway stations or Metro stations or Airports or in any office, service buildings, hospitals of Central Govt./State Govt./PSUs of Central or State Govt.
In the case of tenders for composite works (e.g. works involving more than one distinct component, such as Civil Engineering works, S&T works, Electrical works, OHE works etc. and in the case of major bridges - substructure, superstructure etc.), the tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 7 years, ending last day of month previous to the one in which tender is invited.
Bidders should have either completed three similar works each costing not less than the amount equal to 30 percent of the advertised value of each component of tender, or two similar works each costing not less than the amount equal to 40 percent of the advertised value of each component of tender. If they have completed only one similar work, the cost for the same should not be less than the amount equal to 60 percent of the advertised value of each component of the tender.
Additionally, for the tenders of 1 MW and above solar plant capacity, bidders must have their local service centre set up at Katihar, New-Jalpaiguri or Siliguri, New Coochbehar or New-Alipurduar, New-Bongaigaon, Guwahati, Dibrugarh or Tinsukia or Jorhat, Agartala or Silchar along with trained technicians for attending service requests of Solar power plants fully equipped with maintenance spares, tools and instruments required for prompt attention of the service requests received from Railway Authorities.
Tenderers must indicate in the tenders the name of manufacturers and models of Solar PV Modules, intended for supply, as per MNRE's list of Manufacturers and Models of Solar PV Modules enlisted under the ALMM Order.
