A total of 8.46 lakh households, as on January 27, 2025, have been benefitted through installation of rooftop solar plants under the PM Surya Ghar: Muft Bijli Yojana, stated the Minister of State for New and Renewable Energy, and Power Shripad Yesso Naik in the Rajya Sabha.

He further added INR 4308.66 crore have been released as Central Financial Assistance (CFA) to around 5.54 lakh residential consumers. “The average amount of CFA released to each of residential consumer under the scheme is around INR 77,800,” he said.

Launched on February 29, 2024, with a total outlay of INR 75,021 crore, the initiative aims to equip one crore households with rooftop solar systems by the end of the FY'27. It has been almost 11 months since the scheme was implemented.

As per the state-wise data shared, Gujarat leads the adoption with 3,51,273 households being benefitted, representing 41.48 percent of the total. In the last 2 months, installation have gone up by about 69,504 – a 24.67 percent increase.

Uttar Pradesh and Kerala have recorded installations around 73,602 and 65,423, respectively. The states numbers have gone up by 22,289 and 14,122 which is about 43.44 percent and 27.53 percent bi-monthly growth, respectively.

States like Rajasthan (26,622), Tamil Nadu (25,427), and Madhya Pradesh (24,931) form the middle tier. Haryana, Uttarakhand, Andhra Pradesh and Telangana contribute to the lower tier, with installations between 10,000-19,000 range. The remaining states together account for 32,799 installations which is roughly about 3.87 percent of total installation.

Interestingly, Andhra Pradesh, Uttarakhand and Telangana have shown high bi-monthly growth - 71.67 percent, 57.16 percent and 45.85 percent, respectively.

As per MNRE projections, around 10 lakh installations are projected by March, doubling to 20 lakh by October, 40 lakh by March 2026, and ultimately achieving the target of one crore by March 2027.

And, understandably, the emphasis is being reflected on the budgetary allocation. The PM Surya Ghar Muft Bijli Yojana which has been allocated INR 20,000 crore, in the Budget presented on February 1, 2025. This a staggering 80.18 percent increase from 2024-2025's revised estimates of INR 11,100 crore.

Clarifying on the zero electricity bill, Naik said, “Receiving zero electricity bill, in a particular month, on installation of rooftop solar plant depends on various factors such as solar capacity of the rooftop solar plant, solar power generated, self-consumption of electricity by the consumer who has installed the rooftop solar plant and regulations issued by the respective state electricity regulator.”

Therefore, the number of such households is not fixed and is dynamic in nature for every month. However, estimates suggest around 45 percent of households are receiving zero electricity bill, he said.
