Residential Ground-Mounted Elevated Installations Eligible for CFA: MNRE
MNRE has clarified that residential ground-mounted elevated solar installations meeting technical guidelines are eligible for CFA under the PM Surya Ghar Yojana. Homeowners, especially those with roof not suitable for rooftop solar, will benefit from this. Additionally, apartment dwellers can join the scheme via Virtual Net Metering.

Ministry of New and Renewable Energy (MNRE) has clarified that residential ground-mounted elevated installations that meets technical specifications detailed in the guidelines are eligible for central financial assistance (CFA) under the PM Surya Ghar Yojana.
“This clarification will apply both on capex mode as well as RESCO/Utility Led Mode of implementation under the PM Surya Ghar Yojana: Muft Bijli Yojana,” stated the Ministry via a notification.
The notification mentioned that currently, para 5 (b) of PM Surya Ghar Yojana guidelines states that “For the purpose of CFA, residential RTS plant would be the grid-connected solar power system tagged to a particular residential power connection of the local DISCOM and will only include installations on a roof/terrace/balcony or on top of elevated structures”.
This clarification comes in the wake of MNRE receiving a number of representations stating that many roofs, especially in rural areas are not suitable for rooftop solar and therefore, beneficiaries are not able to benefit from PM Surya Ghar Scheme.
“It is also the intent of the scheme to allow apartment dwellers to participate in the scheme through Virtual Net Metering arrangements which can be made viable through ground-mounted elevated installations,” mentioned the notification.
