RECPDCL Issues RFP for Transmission Service Provider Selection for Talegaon Pumped Storage Project

RECPDCL has released a single-stage Request for Proposal to select Transmission Service Providers for an inter-state transmission system. This project aims to enhance the Network Expansion Scheme in the Western Region, targeting pumped storage capabilities near Talegaon, Pune.

REC Power Development and Consultancy Ltd. (RECPDCL), a wholly owned subsidiary of REC Ltd., has issued a single-stage Request for Proposal (RFP) document inviting bidders to participate in the selection process for Transmission Service Providers.

This initiative focusses to establish an inter-state transmission system as part of the Network Expansion Scheme in the Western Region, specifically to support the pumped storage potential near Talegaon, Pune. These projects will be developed through a Tariff-Based Competitive Bidding (TBCB) process on a Build, Own, Operate, and Transfer (BOOT) basis, aiming to bolster India’s energy transmission infrastructure. 

As per the document, the project aims to facilitate the evacuation of 1.5 GW of power from pumped storage projects (PSPs) located near Talegaon. This will be achieved by establishing a 2×1500 MVA, 765/400 kV substation south of Kalamb, along with two 330 MVAr, 765 kV bus reactors and two 125 MVAr, 420 kV bus reactors. Tata Power has sought connectivity for its Bhivpuri pumped storage project, which has a capacity of 1,150 MW and is situated in Bhivpuri, Raigad, Maharashtra. CTUIL has granted in-principle approval for this connectivity request.

The scope of work for the project encompasses the establishment, operation, and maintenance of the transmission system on BOOT basis. The successful bidder will be responsible for executing all project activities, which include conducting surveys, formulating detailed project reports, arranging financing, managing the project, obtaining necessary consents, clearances, and permits, and providing compensation.

Additionally, the scope involves the design, engineering, procurement of equipment and materials, construction, erection, testing, and commissioning of the transmission system. All activities must comply with the Transmission Service Agreement and adhere to relevant government regulations and guidelines.

The bidding process for these transmission projects officially commenced on October 17, 2024, with the release of the Request for Proposal (RFP). Interested parties can access the RFP documents from the official RECPDCL website and REC India’s portal. A non-refundable fee of INR 5,00,000 or USD 7,000 plus 18 percent GST is required for participation in the bidding process for each project. Only bidders who pay the fee will be eligible to submit their bids and access related survey reports and clarifications.

The bid submission deadline for the project is December 20, 2024, with an e-bidding process facilitated through RECPDCL’s online platform. It is essential for bidders to adhere to the specified timelines and guidelines detailed in the RFP to ensure a smooth participation in the process. RECPDCL has also emphasised the importance of staying updated with any modifications or announcements related to the bidding process via the official websites.

These transmission projects mark another significant step in India’s renewable energy journey, as the country continues to ramp up efforts to expand its infrastructure to support the integration of renewable energy sources into the national grid.
