RECPDCL Invites Bids for 1000 MW Renewable Energy Transmission in Rajgarh SEZ

The competitive bidding process aims to establish an Inter-State Transmission System (ISTS) for the evacuation of power from renewable energy projects generating 1000 MW in Rajgarh Special Economic Zone (SEZ), Madhya Pradesh - Phase II.

In a significant move towards bolstering renewable energy infrastructure, REC Power Development & Consultancy Limited (RECPDCL) has announced the initiation of a Request for Proposal (RFP) to select a transmission service provider. 
 
The competitive bidding process aims to establish an Inter-State Transmission System (ISTS) for the evacuation of power from renewable energy projects generating 1000 MW in Rajgarh Special Economic Zone (SEZ), Madhya Pradesh - Phase II.
 
The deadline for submitting bids for this high-impact project is set for November 2, 2023. The anticipated Commercial Operation Date (COD) from the effective date is projected to be 24 months.
 
The RFP outlines requirements for the transmission service provider, emphasizing that the design, construction, and testing of all equipment, facilities, components, and systems must align with the provisions of the transmission service agreement. Furthermore, the selected provider will be responsible for obtaining the necessary transmission license from the commission.
 
The bidding process will follow a single-stage two-envelope format, comprising a technical bid and a financial bid. The technical bid will be evaluated first, and only those bidders who qualify in the technical assessment will have their financial bids opened. 
 
The financial bid will undergo two rounds: the first round involves opening the initial offers and ranking the quoted transmission charges in ascending order. The top 50 percent of the ranking, or the top four bidders (whichever is higher), will qualify for the electronic reverse auction stage, where they will submit their final offers.
 
This development follows RECPDCL's earlier tender for the selection of a transmission service provider through a tariff-based competitive bidding process. The previous tender aimed to establish an Interstate Transmission System (ISTS) for evacuating 20 GW of power from Rajasthan's Renewable Energy Zones (REZ) under Phase-III, Part I.
