RECPCDL Invites Bids to Evacuate 4 GW RE Power from Rajasthan
REC Power Development and Consultancy has issued a request for proposal for the selection of a transmission service provider through the TBCB process to establish ISTS for evacuation of power from Rajasthan REZ Ph-V (Part-1: 4 GW) [Sirohi/Nagaur] Complex.

REC Power Development and Consultancy (RECPCDL), a wholly owned subsidiary of REC Limited, has recently floated a request for proposal (RfP) to establish an inter-state transmission system (ISTS) for the evacuation of 4 GW of power from the REZ Phase V (Sirohi-Nagaur Complex) in Rajasthan.
The RfP specified that for the evacuation requirement of 4 GW RE potential from the Sirohi/Nagaur complex, a comprehensive transmission scheme has been evolved.
“The comprehensive transmission scheme involves augmentation of 400/220 kV ICTs (5x500 MVA) at Sirohi S/s for RE injection. For onward evacuation of power from Sirohi S/s 765 kV D/C interconnections with Khandwa (new) S/s via Mandsaur PS in Western region (765 kV Sirohi-Mandsaur PS- Khandwa (New) D/C) is being implemented,” it added.
Bidders need to deposit INR 5 lakh (plus 18 percent GST) as the cost of RfP.
The last date for seeking clarification is October 16, 2024. The last date for submission of bids is November 29, 2024, till 4:00 PM. Bids will be opened at 4:30 PM on November 29, 2024.
The selected bidder must establish, operate and maintain the project on a build, own, operate and transfer basis.
The scope of work includes survey, detailed project report formulation, arranging finance, project management, necessary consents, clearances and permits, land compensation, design, engineering, equipment, material, construction, erection, testing and commissioning.
The RfP document specified that the actual location of Greenfield substations for a generation pooling substation and for load serving substations in the scope of TSP shall not be beyond 3 Km radius of the location proposed by the BPC in the survey report.
“However, the actual location of any Greenfield Intermediate Substations in the scope of TSP shall not be beyond a 10 Km radius of the location proposed by the BPC in the Survey Report,” it added.
The bidders must have experience in the development of projects in the infrastructure sector in the last five years with aggregate capital expenditure of not less than INR 2,620 crore where the capital expenditure of each project shall not be less than INR 524 crore.
Alternatively, they must have experience in the construction of projects in the infrastructure sector and should have received aggregate payments of not less than INR 2,620 crore from their client(s) for construction works fully completed during the last five financial years. However, the payment received from each project shall not be less than INR 524 crore.
As for financial eligibility, net worth should be not less than INR 1,048 crore in any of the last three financial years immediately preceding the bid deadline. Also, the net worth of any of the last three financial years should not be negative.
