Punjab Genco Invites Bids for 8 MW Solar PV Projects in Bathinda, Punjab

Punjab Genco Ltd., a subsidiary of Punjab Energy Development Agency (PEDA), has issued a tender for two solar power plants having a capacity of 4 MWp each, in Bathinda, Punjab. Bid submission ends on December 18, 2024.

Punjab Genco Ltd. a wholly-owned subsidiary of Punjab Energy Development Agency (PEDA), has floated a tender for the design, manufacture, supply, erection, testing and commissioning of two solar power plants of 4 MWp capacity each in the Bathinda district of Punjab.

The projects need to be completed in 10 months. The developer also needs to offer 5 years of MAC for the plants.

Bidders need to pay INR 10,000 as a tender document fee and another INR 90,000 as bid evaluation charges. They also need to pay INR 40 lakh as an earnest money deposit (EMD) for 4 MW capacity. While INR 10 lakh must be paid through e-payment mode, the balance of INR 30 lakh should be presented in the form of a bank guarantee. In case, bidders participate in both projects, EMD will be INR 80 lakh.

The last date for submission of bids is December 18, 2024. Techno-commercial bids will be opened on December 19, 2024.

The bidder is required to install a minimum 5 MW DC capacity at the project site. However, it is up to the bidder to provide DC capacity above 5 MW based on site-specific losses so as to provide guaranteed generation.

The tender document also specifies that the power plant shall provide a reliable and independent power supply to PSPCL at 11 KV bus in the nearest 66/11KV Grid in IPP mode.

Further, the power plant shall have provisions to meet the auxiliary power requirements of the plant such as control room, and yard lighting and export the excess power generated to the PSPCL grid after stepping it up to 11KV.

The Inverter shall be designed to convert DC power produced by SPV modules, into AC power and adjust the voltage and frequency levels to suit the grid voltage and frequency.

The plant shall also have a provision to import power from the grid for localised use in case of load exceeding the PV generation/non-availability of backup DC power during night/shutdown conditions.

The bidder must be a manufacturer/system integrator for solar plant(s) companies/SPG or EPC who have designed, manufactured, tested, supplied, erected and commissioned at least one ground-mounted or rooftop solar PV project of 2 MW or above capacity anywhere in India.

The bidder must also have experience in the operation and maintenance of solar PV projects of aggregate 2 MW capacity or more for a minimum of 1 year, in any of the last five years in which project(s) is/are in successful operation on the date of bid opening.

The bidder at the time of bidding, must have having valid license issued by the Chief Electrical Inspector to work on an 11KV or above voltage system.

As for financial eligibility, for a single project of a minimum 4 MW capacity, the average annual turnover of the bidder must at least be INR 10 crore, during any of the three financial years of business operations out of the last four financial years.

Bidders interested in participating in more than one project need to fulfil the turnover requirement in multiple of INR 10 crore per 4 MWp (AC) capacity solar PV project for the total number of projects they intend to participate.

The net worth for the last financial year should be positive.
