Pradhan Mantri JI-VAN Yojana to Support 2G Bio-Ethanol Plants

The government’s JI-VAN Yojana aims at boosting 2G bio-ethanol production with financial support for 10 new plants, enhancing sustainable energy using cellulosic biomass across various states.

The Indian government has notified the 'Pradhan Mantri JI-VAN (Jaiv Indhan- Vatavaran Anukool fasal awashesh Nivaran) Yojana' to support the development of Second Generation (2G) bio-ethanol plants. This initiative aims to promote the establishment of 2G bio-ethanol facilities that utilise cellulosic and lignocellulosic biomass, including petrochemical routes and other feedstocks. The scheme is designed to encourage sustainable and eco-friendly energy solutions in the country.

As per this scheme, six commercial 2G bio-ethanol plants and four demonstration 2G bio-ethanol plants have been approved across various states. The approved commercial plants are located in Panipat (Haryana) by Indian Oil Corporation Ltd., Bargarh (Odisha) by Bharat Petroleum Corporation Ltd., Bathinda (Punjab) by Hindustan Petroleum Corporation Ltd., Numaligarh (Assam) by Numaligarh Refineries Limited, Davangere (Karnataka) by Mangalore Refinery and Petrochemicals Ltd, and Nandyal (Andhra Pradesh) by RCPL.

Additionally, the scheme has approved demonstration plants in Panipat (Haryana) by Indian Oil Corporation Ltd., Sagauli (Bihar) by Hindustan Petroleum Corporation Ltd., Sangli (Maharashtra) by Lignopura Agrotech Pvt Ltd, and Sameerwadi (Karnataka) by Godavari Biorefineries Ltd. These plants will serve as models for future 2G bio-ethanol production facilities.

The 2G bio-ethanol plant established by IOCL in Panipat, Haryana, was dedicated to the nation on August 10, 2022. Meanwhile, the commercial plants at Bathinda, Bargarh, and Numaligarh are in advanced stages of construction. In addition to these, IOCL has set up a Third-Generation bio-ethanol plant at Panipat, Haryana, further advancing the country’s bio-ethanol production capabilities.

It should be noted that the JI-VAN Yojana was apporved in the year 2019 for providing financial support to integrated bio-ethanol projects for setting up Second Generation (2G) ethanol projects in the country using lignocellulosic biomass and other renewable feedstocks. The total financial outlay for the scheme is INR 1969.50 crore for the period 2018-19 to 2023-24.

Under the scheme, the maximum financial assistance of INR 150 crore per project for commercial projects and INR15 crore per project for demonstration projects has been prescribed for enhancing commercial viability as well as promoting R&D for development and adoption of technologies in the field of production of 2G ethanol.

Further, the scheme aims to provide, financial assistance of INR 880 crore to Public and Private Sector Oil Marketing Companies (OMCs) for six commercial Second Generation (2G) bio-ethanol projects in Punjab, Haryana, Odisha, Assam and Karnataka and two demonstration 2G ethanol projects one each in Haryana and Andhra Pradesh.
