Power Minister Releases 12th Edition of Integrated Rating of Discoms

The release event, held at Shram Shakti Bhawan, New Delhi gathered power sector stakeholders to discuss the significance of ratings in driving improvements within the sector.

Union Minister for Power and New & Renewable Energy, R.K. Singh, unveiled the 12th Edition of Integrated Rating of Discoms, offering a comprehensive evaluation of the performance of electricity distribution utilities. 

The release event, held at Shram Shakti Bhawan, New Delhi gathered power sector stakeholders to discuss the significance of ratings in driving improvements within the sector.

Addressing attendees, Minister Singh commended DISCOMs for their overall improvement in performance during the fiscal year 2022-23, underscoring the importance of ratings in promoting transparency and accountability. “The public need to know how the discoms are performing and what their efficiencies are. The ratings exercise is an important step towards transparency in governance. Besides this, the ratings also aim at encouraging discoms and energy departments that have low efficiencies to improve, as has happened in the past. The ratings are a mirror to the system. Several utilities have improved their ratings,” he said.

While the number of DISCOMs in the A+ category has gone up from 12 in the 10th edition of Integrated Ratings to 14 in the 12th edition of Integrated Ratings, the number of discoms in the C category has come down from 32 in the 10th Integrated Ratings to 17 in the 12th edition of Integrated Ratings.

Key observations highlighted by Minister Singh included the reduction in AT&C losses and the upward trajectory of billing efficiency. He stressed the importance of implementing smart prepaid meters to further enhance efficiencies and decrease losses. Minister Singh also acknowledged the role of ratings in incentivizing DISCOMs and energy departments to improve their performance.

Regarding power prices, Minister Singh identified a lack of long-term power supply agreements as a contributing factor to price increases. He advocated for DISCOMs to secure long-term power purchase agreements to stabilize prices and ensure reliability.

The release of the 12th edition saw 14 utilities achieve the highest A+ rating, with notable mentions including Adani Electricity Mumbai Ltd. (AEML), Torrent Power Surat, and Torrent Power Ahmedabad. Additionally, private utilities TPNODL (Odisha) and DNHDDPDCL (Dadar, Nagar & Haveli, Daman & Diu) received A+ ratings, although they were not included in the main ranking due to incomplete operational history.

Thrissur Corporation Electricity Department (TCED) of Kerala emerged as the top-performing state power department, securing an A rating. Other top-ranking power departments included New Delhi Municipal Council, Puducherry, Goa, and Nagaland.

The 12th Edition of the Integrated Rating of Discoms provides valuable insights into the performance of electricity distribution utilities, serving as a roadmap for enhancing efficiency and sustainability within the power sector.
