PFC Invites Bids for TSP to Boost Fatehgarh and Barmer Power Systems

PFC Consulting Limited (PFCCL) has launched the Request for Proposal (RfP) process to select a Transmission Service Provider (TSP) for augmenting the Inter-State Transmission System (ISTS) at Fatehgarh-II PS, Fatehgarh-IV PS (Sec-II), and Barmer-I PS. This project, which will be developed on a Build, Own, Operate, and Transfer (BOOT) basis.

PFC Consulting Ltd. (PFCCL) has invited bidders to participate in the Request for Proposal (RFP) process for the selection of a Transmission Service Provider (TSP) through international competitive bidding. 

The selected TSP will be responsible for establishing the Inter-State Transmission system under the project titled “Augmentation at Fatehgarh-II PS, Fatehgarh-IV PS (Sec-II), and Barmer-I PS.” The TSP will work on a Build, Own, Operate, and Transfer (BOOT) basis to provide transmission services for this infrastructure. This initiative aims to strengthen the transmission infrastructure in these key locations, facilitating enhanced power delivery and system efficiency.

Bidders are required to submit their technical and financial bids online via the designated electronic bidding platform by 3:00 PM IST on December 3, 2024. Following this, the technical bids will be opened, and qualified bidders will be announced on December 11, 2024. The financial bids will then be opened, and a reverse auction for the final offer will be conducted on December 13, 2024. In a crucial step for securing the project, the bidder with the lowest final offer will need to submit original hard copies of certain documents before the Letter of Intent (LoI) is issued.

The LoI will be issued by December 23, 2024, marking the successful bidder's appointment. The selected bidder will then proceed with signing the RfP Project Documents by January 2, 2025, followed by the transfer of the Special Purpose Vehicle (SPV). The project timeline also includes a pre-bid meeting on October 25, 2024, and the issuance of clarifications and revised RfP documents on November 5, 2024 and November 18, 2024, respectively.

Bidders are encouraged to submit their clarifications or amendments, if any, by October 18, 2024, to ensure any uncertainties are addressed before proceeding. For this project, bidders must pay a non-refundable RfP fee of INR 5,00,000 (INR) or USD 7,000 plus applicable GST. This amount should be transferred electronically to the specified bank account of PFC Consulting Ltd. 

Along with the RfP fee, bidders must submit a Pre-Award Integrity Pact signed on non-judicial stamp paper, ensuring transparency throughout the bidding process. Additionally, a Bid Bond  of an amount specified in Annexure-17 is required for all bidders, which should be valid for a period extending 30 days beyond the bid validity. The Bid Bond ensures the commitment of the bidder to the bidding process and its requirements. The contract performance guarantee for the selected bidder will be INR 22.50 crore, due within ten days of the LoI issuance.This guarantee will be valid for three months after the scheduled Commercial Operation Date (COD) of the project and will be renewed as per the provisions of the Transmission Service Agreement (TSA).

With the successful augmentation of the transmission systems at Fatehgarh-II, Fatehgarh-IV, and Barmer-I PS, there will be a significant improvement in the power transmission infrastructure, which is crucial for meeting India's growing energy demands.
