PFC Consulting Invites Bids for Inter-State Transmission Projects in Gujarat

PFC Consulting has issued a global invitation for bids to develop inter-state transmission projects in Gujarat on a BOOT basis. The projects aim to support green hydrogen, ammonia manufacturing, and renewable energy zones, with submissions due by December 2024.

PFC Consulting Ltd., a wholly owned subsidiary of Power Finance Corporation Ltd. (PFC), has issued a global invitation for bids to select Transmission Service Providers (TSP) for major inter-state transmission projects. These projects will be developed on a Build, Own, Operate, and Transfer (BOOT) basis, as part of India’s ongoing efforts to expand and strengthen its renewable energy infrastructure.

The bidding process will follow a single-stage, two-envelope Request for Proposal (RFP) system. The goal is to ensure reliable power transmission to large-scale green hydrogen and ammonia manufacturing facilities, among other strategic renewable energy zones.

The company has outlined three key transmission projects for which bids are being sought. These include the transmission system for supplying power to green hydrogen and ammonia manufacturing plants in the Kandla area of Gujarat, under Phase-I, with a capacity of 3 GW. A similar project is being proposed for the Mundra region of Gujarat under Phase-I, Part B1, also with a 3 GW capacity, to connect with the Navinal substation.

The RFP documents will be available for interested bidders from October 15, 2024, until one working day prior to the bid submission deadline, which varies by project. Bidders are encouraged to seek clarifications by November 4, 2024, if needed. The deadline for submitting bids for the Kandla transmission project is December 17, 2024, while the Mundra project bids are due by December 18, 2024. 

To participate in the bidding process, interested parties must purchase the RFP documents by paying a non-refundable fee of INR 5,00,000 or USD 7,000, plus applicable GST at 18 percent. The documents can be collected in person from PFC Consulting’s office in New Delhi, or downloaded from the company’s website. However, in the latter case, the bidder must submit the non-refundable fee separately before submitting their response to the RFP.

This initiative is part of India’s larger goal of advancing renewable energy infrastructure to meet future energy demands, particularly in support of its green hydrogen ambitions. These projects are a key component of the government’s strategy to create a more sustainable energy grid, which will be crucial as the country continues to shift towards renewable energy sources. PFC Consulting, in coordination with the Ministry of Power and the Central Electricity Authority, will oversee the entire bidding process and reserves the right to make changes or cancel the process if necessary.
