PFC Consulting Invites Bids for Evacuation of 3 GW Renewable Energy for Gujarat

PFC Consulting has recently released a tender to select a transmission service provider to establish an inter-state transmission system (ISTS) to evacuate 3 GW of renewable energy from the Raghanesda area in Gujarat under Phase I. The last date for submission of bids is November 19, 2024.

PFC Consulting, a wholly-owned subsidiary of Power Finance Corporation (PFC), has recently floated a tender to select a transmission service provider to establish an inter-state transmission system (ISTS) to evacuate 3 GW of renewable energy from the Raghanesda area in Gujarat under Phase I.

Bidders need to deposit INR 5,00,000 as a document fee. Further, bidders shall submit a Bid Bond for an amount of INR 17.60 Crore as earnest money/security deposit. The selected bidder also needs to furnish the Contract Performance Guarantee for an amount of INR 44 Crore within 10 days from the date of issue of the Letter of Intent.

The last date for seeking clarifications is October 4, 2024. Bids can be submitted till 3 PM on November 19, 2024. Bids will be opened on November 19, 2024, at 3:30 PM. 

The scope of work includes the establishment, operation and maintenance of the project on a build, own, operate and transfer basis and the completion of all the activities for the project. This involves surveying, detailed project report formulation, arranging finance, project management, necessary consents, clearances and permits, land compensation, design, engineering, equipment, material, construction, erection, testing and commissioning.

As per the bid document, a 765/400 kV Gas Insulated Substation (GIS) is planned for Raghanesda in the Banaskantha district to facilitate the evacuation of 3 GW of power generated in the region. The substation will be equipped with 3x1500 MVA 765/400 kV Interconnecting Transformers (ICTs) and will feature a 765 kV double-circuit transmission line that links the Raghanesda GIS with Banaskantha (PG). The project’s scheduled commercial operation date is set for 24 months.

“The transmission charges shall be payable by the designated ISTS customers through the CTU as per Central Electricity Regulatory Commission (Sharing of Inter-State Transmission Charges and Losses) Regulations,” noted the document.

The bidder should have experience in the development of projects in the infrastructure sector in the last five years with aggregate capital expenditure of not less than INR 880 Crore with each project not costing less than INR 176 Crore.

Alternatively, the technically evaluated entity should have received aggregate payments not less than INR 880 Crore in the last five years with payment received for each project being not less than INR 176 Crore.

As for financial eligibility, the bidder’s net worth should be not less than INR 352 Crore in any of the last three financial years immediately preceding the bid deadline. Also, the net worth of any of the last three financial years should not be negative.
