OREDA Issues Tender for DPR of Ground-Mounted Solar PV Power Plant in Kalahandi
OREDA invites tenders for the preparation of a Detailed Project Report (DPR) for a 41.58-acre ground-mounted solar PV plant in Kalahandi. The project will contribute to Odisha's renewable energy goals, supporting local employment and meeting Renewable Purchase Obligation (RPO) mandates.

The Odisha Renewable Energy Development Agency (OREDA) has issued a tender for the preparation of a Detailed Project Report (DPR) for the development of a ground-mounted solar PV power plant at Mauja-Tentulipada, Tehsil-Junagarh, in Kalahandi district, Odisha.
With this initiative, the State is progressing towards its renewable energy goals by developing large-scale solar power plants to fulfill Renewable Purchase Obligation (RPO) mandates. This effort will boost investment in the solar sector, generate local employment, and reduce the State’s carbon footprint by offsetting emissions through clean energy production.
The selected consultant will be responsible for assessing the land's topography, suggesting the appropriate plant capacity, designing the technical components, and evaluating other factors such as power evacuation, environmental impact, legal clearances, and financial viability. The preparation of the DPR will involve the submission of a draft report within 30 days of the work order, followed by a period for OREDA to provide feedback. The final DPR and its presentation will be due within 7 days after receiving the feedback, including both soft and hard copies.
The tender requires a bid security of INR 30,000 and a bid cost of INR 12,390. The selected bidder must provide a Performance Security equal to 10 percent of the total bid price, submitted as a Bank Guarantee. This guarantee will have a six-month expiry from the date of issuing the Letter of Intent (LoI), with an additional six-month claim period beyond the expiry date.
Bidders are required to submit their online bid documents, including the price bid, on 7th January 2025. The hard copies of the bid forms, excluding the price bid, must be submitted on 8th January 2025. The technical bids, both online and hard copies, will be opened on 9th January 2025, with the price bid's opening date to be announced later. The tender process follows a Limited Tender Enquiry format with a single-stage, two-envelope bidding process, and bidders must adhere to the prescribed deadlines to be considered.
The project will be developed on 41.58 acres of land at Mauja-Tentulipada and will require the preparation of a comprehensive DPR. The scope of work includes conducting a land analysis, proposing plant capacity, and designing technical components for the solar power plant. The DPR will also include power evacuation infrastructure, assess water demand, environmental impact, legal clearances, and overall financial viability for the project. The selected consultant will be expected to assess the site’s topography and make recommendations on the appropriate technology and plant setup.
Bidders must meet specific qualifications to participate in the tender process. Eligible participants include central or state government organisations, agencies, bodies, institutions, and Central or State PSUs. Additionally, bidders must demonstrate experience in preparing at least one Detailed Project Report (DPR) for a solar power plant with a capacity of 10 MW or more within the last five years, currently operational or under execution. Supporting documents, such as letters of award, work orders, contracts, and completion certificates, must be provided. Furthermore, bidders must certify that they have not been debarred, blacklisted, or defaulted by any government entity, PSU, or institution.
Additionally, bidders must not be debarred or blacklisted by any government body or PSU. The general conditions of the contract stipulate that the successful bidder will operate independently, and all communications must be in writing and in English. The work order, once issued, will form the binding agreement between OREDA and the successful bidder.
