OREDA Invites Bids for 4 MW Rooftop Solar Project with Battery in Odisha
OREDA Ltd. has issued a request for empanelment (RfE) for design, engineering, supply, installation, testing, commissioning of on-grid rooftop solar PV with battery system of cumulative capacity up to 4 MW in Odisha. Bid Submission ends on January 27, 2025.

There are two categories – A and B, under which bidders can submit their bids.
Category A includes all bidders who meet the technical and financial qualification criteria. Maximum empanelled vendor under this category will be limited to 10.
Category B includes local MSME bidders registered in Odisha who do not meet the full qualification criteria. Maximum empanelled vendor under this category will be limited to 20. Vendors will be selected through a draw of lots, following the order of selection.
Category A bidders need to pay INR 10,500 (plus GST) as a cost of the bid document along with another INR 1,000 (plus GST) as a bid processing fee. They also need to furnish INR 3 lakh as a bid security.
For Category B bidders, the bid security and cost of bid amount is exempted.
The last date for submission of online bids is January 27, 2025. The techno-commercial bids will be opened on February 1, 2025.
From Category A, a maximum total 10 bidders will be empanelled. As for Category B, all the techno-commercially responsive bids will undergo a draw of lots and will be selected for the allotment of work.
Selected bidders need to submit performance bank guarantee at the rate of 10 percent of the work order value.
The tender document specifies that OREDA is in the process of empanelling OEMs for solar PV panels, inverters, and structures. Bidders are required to use only the empanelled OEMs.
To be technical eligible to apply under Category A, the bidder must have the experience of commissioning rooftop/ground-mounted solar PV on-grid/off-grid plants for a cumulative capacity of minimum 500 kW for bidders with operations across India and 200 kW for bidders registered in Odisha, in the last 3 years.
The bidder must have an aggregate average annual turnover of not less than INR 2 crore in the last 3 financial years from the solar business only. The bidder must have a positive turnover in the last financial year FY 23-24.
