NVVN Seeks Bids for 11.775 MW Rooftop Solar Projects for Armed Forces

NTPC Vidyut Vyapar Nigam Ltd. invites bids for developing 11.775 MW grid-connected rooftop solar projects across multiple locations of Central Armed Forces and departments under Ministry of Home Affairs in Rajasthan, Gujarat, and Maharashtra. Submissions close on September 12, 2024.

NTPC Vidyut Vyapar Nigam Limited (NVVN), a wholly-owned subsidiary of NTPC Ltd., has officially invited online bids for the development of 11.775 MW grid-connected rooftop solar projects. These solar installations are planned across various locations of Central Armed Forces and departments under Ministry of Home Affairs, specifically in the states of Rajasthan, Gujarat, and Maharashtra.

The bidding process commenced on August 19, 2024, with documents available for download and sale from 12:00 PM on the same day. The project, conducted under a Domestic Competitive Bidding (DCB) format, will see the installation of Solar Photo Voltaic (PV) systems on multiple government buildings. The goal is to maximise energy generation across the available rooftops, with the final plant capacities determined by detailed engineering assessments and approved designs for each location. The successful bidder will not only handle the design, engineering, and testing of these systems but will also take on the responsibility for operations and maintenance (O&M) for a period of 10 years.

Potential bidders have a window from August 19, 2024, at 12:00 PM until September 12, 2024, at 5:00 PM to download the necessary documents. During this period, they can also submit queries for clarification from August 19, 2024, at 12:00 PM until August 27, 2024, at 6:00 PM. The bid submission process is set to open on August 19, 2024, at 6:00 PM and will close on September 12, 2024, at 5:00 PM. The Techno-Commercial bids will be opened on September 13, 2024, at 3:00 PM. 

A bid security of INR 50 lakh must accompany all submissions, and any bid lacking this security will be deemed non-responsive and rejected. NVVN has made it clear that all bids must be submitted exclusively through the Government e-Procurement Portal (GePNIC) and encourages bidders to visit the project sites to gather all necessary information before submitting their bids. They have emphasised that no additional claims regarding site conditions will be considered post-submission.

NVVN also highlighted that this tender is only open to ‘Class-I’ and ‘Class-II local suppliers’ as defined in the bidding documents under the Public Procurement (Preference to Make in India) Order. Additionally, any bidder from a country sharing a land border with India must be registered with the competent authority to be eligible to bid. This requirement also applies to bidders with Transfer of Technology (ToT) arrangements with entities from such countries.

NTPC Vidyut Vyapar Nigam Limited reserves the right to reject any or all bids or cancel the Invitation for Bids (IFB) at any stage without assigning any reason, with no claims entertained from bidders in such cases.
