NTPC REL Issues Tenders for 1000 MW Wind Energy Project in Karnataka

The online bidding system is based on a Single Stage Two Envelope (i.e., Envelope-I: Techno-Commercial Bid and Envelope-II: Price Bid) basis.

NTPC Renewable Energy Limited (NTPC REL) has announced an online call for bids from eligible bidders for the balance of system package of ISTS-connected wind energy project with a nominal capacity of 1000 MW in Davangere Region, Karnataka (Tranche-IV).
 
The scope of work directs the successful bidder to undertake detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning and proving the guaranteed performance parameters for installation of the offered wind farm.
 
The tender has been issued for the development of a wind farm starting from 33 kV internal evacuation lines from the unit substation, pooling substation, central monitoring and control station (CMCS), wind monitoring mast, external EHV transmission line till ISTS substation etc. (Supply, civil works and installation of wind turbine generators (WTGs), unit substation and SCADA are not in the scope of wind BOS development package).

The NTPC REL tender also mandates the contractor to acquire the land for the offered wind farm project, including all roads, storage area, pooling substation etc. as per prevailing government rules and transfer of title and lease deed to NTPC REL, including infrastructure development.
 
The tender also states, “The offered wind project by the bidder shall be compatible for installation of any WTG of size ranging from 3.0 MW to higher WTG machine size as available in the market. WTG machine shall be RLMM listed.”
 
The eligible bidders can download the bidding documents from June 24, 2024, to July 3, 2024. The cost of the bidding document is INR 22,500. The pre-bid conference and last date for receipt of queries from prospective bidders is July 4, 2024. The tender mentions July 15, 2024, as the opening of the techno-commercial bid at 15:30 IST, while the last date and time for receipt of bids comprising both techno-commercial bid and price bid is also on July 15, 2024, at 15:00 IST.
 
The contractor will be responsible for offering comprehensive operation and maintenance of the complete system for three years under wind BOS development package scope including pooling substation, internal and external transmission system along with a supply of all spare parts, consumables, repairs or replacement of any defective equipment, payment of applicable charges levied by the respective state government etc.
 
NTPC REL has also stated the qualifying requirements for the tender. The bidder should have executed or got executed the following works for a wind project of cumulative capacity of 40 MW or higher, out of which at least one wind project should be of 10 MW or higher capacity: (a) arrangement of land for the wind energy project; and (b) micro-siting of the wind turbine.
 
Other technical criteria include, “The bidder should have executed at least the following works for grid-connected solar PV projects, solar parks or wind projects, wind parks or a combination thereof, of cumulative capacity of 100 MW or higher, out of which at least one project should be of 50 MW or higher capacity." The tender also mandates the bidder to arrange land for the project and obtain technical feasibility approval for power evacuation through STU or ISTS substation.
 
The other technical criteria require the bidder to be a developer of a grid-connected wind power plant with a cumulative installed capacity of 40 MW or higher, out of which at least one plant should have been of 10 MW or higher capacity at a single location. The reference plant of 10 MW or higher capacity must have been in successful operation for at least six months prior to the date of the techno-commercial bid opening.
 
The minimum financial criteria for the bidders range from INR 57 crore for capacities between 50 MW to 300 MW and INR 19 lakh per MW for capacity more than 300 MW.
