NTPC REL Invites Bids for Wind Project at Khavda RE Park, Gujarat

NTPC Renewable Energy Ltd. (NTPC REL) has invited online bids for the supply and installation of wind turbine generators (WTGs) for a 110 MW ISTS-connected wind energy project at Khavda NTPC RE Park in Gujarat.

The tender follows a Single Stage Two Envelope bidding process, with Envelope-I covering the Techno-Commercial Bid and Envelope-II for the Price Bid.

The project will be located within the North and South blocks of the NTPC RE Park, Khavda, Bhuj, Gujarat. The scope of work includes the detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, and commissioning of RLMM-listed WTGs with a minimum capacity of 3 MW or higher. The wind energy project, with a nominal capacity of 110 MW, must ensure a minimum installed capacity of 95 MW within the designated area of the NTPC RE Park.

Additionally, bidders will be responsible for infrastructure development, including the installation of unit substations, turbine foundations, control panels, SCADA systems, and other critical components. This also covers civil works, such as tower foundations and control cabins, if required.

The tender also mandates a 10-year comprehensive operation and maintenance (O&M) contract starting from project commissioning. This contract covers the supply of spare parts, consumables, repairs, and replacements to ensure the long-term reliability of the wind farm.

Additionally, the bidder must support obtaining necessary statutory approvals related to power evacuation, grid connectivity, and clearances from the State Nodal Renewable Energy Agency. The supply of mandatory spares is also included in the bidder’s responsibilities.

NTPC REL will provide the land for the wind farm and site-specific wind data essential for AEP certification. However, some aspects, including power evacuation systems, pooling substations, internal roads, grid connectivity, and SCADA wiring, are outside the scope of the WTG package and will be managed separately.

The cost of the bidding document is INR 22,500, and bidders must submit an Earnest Money Deposit (EMD) of INR 10 Crore. Bids without the required security will be automatically rejected, and electronic payments must be supported by proof of transaction submitted in a sealed envelope.

Key dates for the tender process include the commencement of the document download period from February 21, 2025, to March 7, 2025, with a pre-bid conference deadline on March 11, 2025. The deadline for bid submissions is March 25, 2025, with the techno-commercial bid opening scheduled on the same day.

Prospective bidders must meet stringent technical and financial eligibility criteria. Technically, bidders must be manufacturers of RLMM-listed WTG models with a minimum capacity of 3,000 kW. Indian subsidiaries, holding companies, or group companies of such manufacturers may also participate through a joint undertaking.

Financially, bidders must have a minimum average annual turnover of INR 327 crore over the past three financial years and maintain a positive net worth. Under certain conditions, the turnover and net worth of the holding company can be considered.
