NTPC REL Invites Bids for Land and Power Evacuation Package for 600 MW Solar Project in Dhule

NTPC Renewable Energy Ltd. invites bids for the Land and Power Evacuation Package to develop 600 MW ISTS-connected Solar PV projects in Dhule, Maharashtra, under a domestic competitive bidding process.

NTPC Renewable Energy Ltd. (NTPC REL) has issued an Invitation for Bids (IFB) for the Land and Power Evacuation Package for a 600 MW ISTS-connected Solar PV project in the Dhule region of Maharashtra. The bidding process will follow a Single Stage Two Envelope format, consisting of a Techno-Commercial Bid and a Price Bid.

The scope of work includes several critical components. For land-related works, bidders are required to arrange 5 acres of land per MW on a freehold or leasehold basis near the Dhule Pooling substation, with a minimum lease period of 29 years and 11 months. They must also construct access roads and conduct topographical surveys to ensure an average slope of 10 percent for the installation of tracker-based solar modules. Additionally, geotechnical investigations are required, along with the installation of fencing and security features around the site.

In terms of power evacuation-related works, bidders must submit necessary documents to facilitate grid connectivity with the Dhule PS (ISTS substation). They are responsible for designing, engineering, supplying, erecting, testing, and commissioning the Land and Power Evacuation Package, which includes AIS pooling substations (220kV), tie transformers, and associated civil works. The project also requires the design and construction of EHV transmission lines to the ISTS substation, installation of telemetry systems, and provision of operation and maintenance (O&M) services for a period of three years after commissioning.

NTPC REL plans to finance the project through its own resources and borrowings. Bidding documents will be available for download on the e-tender portal. Key dates include the IFB date of October 18, 2024, the document download period from October 19 to November 4, 2024, and a pre-bid conference on November 6, 2024. The deadline for bid submission is November 20, 2024, at 15:00 Hrs (IST), and the cost of bidding documents is set at INR 22,500.

All bids must include a 'Bid Security Declaration,'and any bids not accompanied by this declaration will be rejected. To qualify, bidders must have prior experience with grid-connected solar PV projects or relevant industrial projects, and they must have executed electrical substations of 33 kV or above.
