NTPC REL Invites Bids for BoS Package for 900 MW Wind Energy Projects in Andhra Pradesh

NTPC Renewable Energy Ltd. has floated a tender for the Balance of System (BoS) package for a 900 MW ISTS-connected wind energy project in Andhra Pradesh. Bid submission ends on April 3, 2025.

NTPC Renewable Energy Ltd., a subsidiary of NTPC, has floated a tender for Balance of System (BoS) package of ISTS-connected wind energy project(s) with nominal capacity of 900 MW at Anantapur in Andhra Pradesh.

Bidders also need to offer 3 years of comprehensive operation and maintenance of the complete system under wind BOS package scope.

The scope of work includes detailed design, engineering, micro-siting, manufacturing, supply, erection, testing, commissioning, and proving the guaranteed performance parameters for installation of the offered wind farm starting from 33kV internal evacuation lines from unit substation, pooling substation, central monitoring and control station (CMCS), wind monitoring mast(s), external EHV transmission line till ISTS substation etc.

Bidders must pay INR 22,500 as cost of the bid document. Further, they need to furnish INR 10 crore for 100-196 WTGs locations and INR 20 crore for 197-300 WTGs location as an earnest money deposit (EMD).

The last date for submission of bids is April 3, 2025 till 3:00 PM. The techno-commercial bids will be opened on April 3, 2025 at 3:30 PM.

Supply, civil works and installation of Wind Turbine Generators (WTGs), unit substation and SCADA are not in the scope of Wind BOS Package.

The offered wind project by the bidder must be compatible for installation of any WTG of size ranging from 3 MW to higher WTG machine size as available in the market. WTG machine must be RLMM listed.

The bidder must have executed/got executed wind project(s) of cumulative capacity of 40 MW or higher, out of which at least one wind project must be of 10 MW or higher capacity. Bidders must have done arrangement of land for the wind energy project and micro-siting of wind turbine.

Alternatively, the bidder must have executed arrangement of land for grid-connected solar PV projects/solar parks or wind projects/wind parks or combination thereof, of cumulative capacity of 100 MW or higher, out of which at least one project/park should be of 50 MW or higher capacity.

Alternatively, the bidder must be a developer of grid-connected wind power plant(s) of cumulative installed capacity of 40 MW or higher, out of which at least one plant should have been of 10 MW or higher capacity at a single location.

The reference plant of 10 MW or higher capacity must have been in successful operation for at least 6 months prior to the date of techno-commercial bid opening.

Alternatively, the bidder must have executed in the last 10 years an industrial project either as a developer or as an EPC contractor in the area of power, steel, oil and gas, petro-chemical, fertilizer, cement or any other process industry. The minimum financial figure, for a single work, should be INR 75.4 crore for 50 MW to 300 MW projects and INR 25.13 lakh/MW for projects above 300 MW.

Additionally, the bidder must have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC contractor which should be in successful operation for at least one year for projects other than RE sector and at least 6 months for solar and wind projects.

As for financial eligibility, the minimum annual average turnover in the proceeding 3 years, must be INR 75.4 crore for 50 MW to 300 MW of capacity and INR 25.13 lakh/MW for capacity over 300 MW.
