NTPC REL Invites Bids for 960 MW Wind Energy Project in Karnataka

NTPC Renewable Energy Limited (NTPC REL) has announced an invitation for online bids for the supply and installation of Wind Turbine Generators (WTG) for a 960 MW ISTS-Connected Wind Energy Project in Karnataka.

NTPC Renewable Energy Limited (NTPC REL) has announced an invitation for online bids for the supply and installation of Wind Turbine Generators (WTG) for a 960 MW ISTS-Connected Wind Energy Project in Karnataka. 

The project is strategically divided into two blocks: Block-I and Block-II, with capacities of 492 MW (164 WTGs) and 468 MW (156 WTGs) respectively. Interested and eligible bidders are called to participate in the Single Stage Two Envelope bidding process, which involves submitting both a Techno-Commercial Bid and a Price Bid.

The scope of work for this project is extensive and includes the detailed design, engineering, manufacture, supply, erection, installation, testing, and commissioning of RLMM-listed WTGs with a rating of 3 MW or above. 

The project involves establishing guaranteed performance parameters for the entire wind power project, including the installation of control panels, SCADA systems, and associated software. Additionally, the work encompasses the detailed design, engineering, supply, erection, testing, and commissioning of unit substations (USS) linked with each WTG, along with all necessary electrical works for grid integration. Civil works such as the foundations for towers, WTGs, and associated USS are also part of the project. 

Moreover, the successful bidder will be responsible for the comprehensive operation and maintenance of the supplied system, including all spare parts, consumables, and repairs or replacements of any defective equipment, for ten years from the project’s commissioning date. They are also required to provide inputs for obtaining statutory approvals and clearances related to power evacuation, grid connectivity, and compliance with state nodal renewable energy agencies.

To qualify technically, bidders must be manufacturers of approved WTG models with a minimum rating of 3000 kW, as listed in the latest Revised List of Models and Manufacturers (RLMM) issued by MNRE before the techno-commercial bid opening date. Alternatively, Indian companies registered in India that are subsidiaries, holding, or group companies of firms meeting the above criteria are also eligible to bid.

Financially, the bidders must demonstrate an average annual turnover during the preceding three financial years not less than the amount calculated as INR 89.8 Lakh multiplied by the quoted capacity in MW.

The bidding process is set to commence with the downloading of bidding documents available from July 10, 2024, to July 22, 2024. A pre-bid conference, along with the last date for receipt of queries from prospective bidders, is scheduled for July 25, 2024. The final date for submitting the bids, which must include both the Techno-Commercial Bid and the Price Bid, is August 6, 2024, on which date the Techno-Commercial Bids will be opened. The cost of obtaining the bidding documents is INR 22,500, and the bid security is fixed at INR 50,00,00,000 for each block.
