NLC India Invites Bids for 4 MW Green Hydrogen Plant in Tamil Nadu
NLC India has issued a tender for setting up a 4 MW PEM electrolyser-based Green Hydrogen Plant at Neyveli, Tamil Nadu. Bid submission closes on March 24, 2025.

NLC India has floated a tender for setting up a 4 MW proton exchange membrane (PEM) electrolyser-based Green Hydrogen Plant at Neyveli, Tamil Nadu.
The scope of works includes design, engineering, manufacturing, inspection, testing, supply, packing, forwarding, transport and unloading at site construction, erection, testing, commissioning, trial operation and PG test of the above-mentioned plant along with operation and maintenance.
The project must be completed in 18 months. The bidder must provide free O&M for the warranty period of 12 months and paid O&M for 48 months after the warranty period.
Bidders need to pay INR 10,000 as a tender document fee. Further, they need to furnish INR 86.50 lakh as a bid guarantee.
The last date for the submission of bids is March 24, 2025 till 2:30 PM. The techno-commercial bids will be opened on March 24, 2025 at 3:00 PM.
The tender specified that only Class-I or Class-II local suppliers are eligible to participate in this tender.
Bidder must be a manufacturer or a channel partner of a manufacturer of Proton Exchange Membrane (PEM) Electrolyser/PEM stack-based Hydrogen Generation System and must have supplied a Proton Exchange Membrane (PEM) Electrolyser/PEM stack-based Hydrogen Generation System of at least 300 KW as a single unit which should have been in successful operation for at least six months prior to the original scheduled date of tender opening.
Alternatively, the bidder should have executed industrial project(s) as an EPC contractor in the area of Oil and Gas, Chemical, Power, Renewable Power, Petrochemical, Hydrocarbon, Fertilizer, and Hydrogen Generation Plant during the last seven years prior to the original scheduled date of tender opening.
The minimum value of a work order for one such completed work must be INR 70 crore. For two and three such completed works, the order value of each completed work must be a minimum of INR 43 crore and INR 35 crore, respectively. Such projects must be in successful operation for at least one year as on original scheduled date of tender opening.
Additionally, the bidder must have a deed of joint undertaking (DJU) with a PEM Manufacturer or its channel partner who meets the technical criteria for the supply of PEM Electrolyzer/Stack.
As for financial eligibility, the average annual turnover of the bidder must not be less than INR 26 crore during the last three consecutive financial years. The net worth of the bidder must be positive.
