NHPC Seeks Developers for Nagaland Solar Project

NHPC Ltd., a Navratna enterprise under the Government of India, has issued a tender for selecting a Roof Top Developer (RTD) to install grid-connected solar rooftop plants on various government buildings across Nagaland.
The project, launched under the Renewable Energy Service Company (RESCO) model, aims to enhance the state's renewable energy capacity through a domestic competitive bidding process, which includes an e-Reverse Auction. The tender is managed by NHPC Renewable Energy Ltd. (NHPC REL), a wholly-owned subsidiary of NHPC Ltd., acting as the Project Management Consultant (PMC).
The tender was published on March 13, 2025, marking the beginning of the document download period. Prospective bidders have until April 21, 2025, to submit their bids online, with a pre-bid meeting scheduled for March 26, 2025, to address any queries. The technical bid opening is set for April 23, 2025. Once the Power Purchase Agreement (PPA) is signed, the selected developer will have nine months to commission the project.
The bidder has to give non-refundable bid document cost of INR 5,000 and a bid security deposit (EMD) of INR 25,43,000. Bidders must demonstrate financial stability, with an average annual turnover of at least INR 5.09 Crores and a working capital of INR 2.83 Crores. Eligible participants must be Indian-incorporated legal entities, free from any history of corrupt or fraudulent practices. They must also meet technical qualifications, having previously developed or constructed solar photovoltaic (PV) plants or executed significant infrastructure projects.
From a technical standpoint, bidders should have designed and commissioned solar PV plants with a cumulative capacity of at least 400 kWp or completed substantial infrastructure projects, such as electrical substations. The tender requires strict compliance with online submission guidelines via the Central Public Procurement (CPP) Portal, where bidders must use digital signatures and follow prescribed document formats.
