NHPC Renewable Invites Bids for Empanelment of Channel Partners under PM Surya Ghar Yojna

NHPC Renewable Energy Ltd., a wholly-owned subsidiary of NHPC Ltd., has recently issued a tender to enlist channel partners for installation of grid-connected rooftop solar PV project under PM Surya Ghar: Muft Bijli Yojna in the states of Sikkim, Nagaland and Manipur.

NHPC Renewable Energy Ltd., a wholly-owned subsidiary of NHPC Ltd., has recently floated a tender for empanelment of channel partners for installation of grid-connected rooftop solar PV project under PM Surya Ghar: Muft Bijli Yojna in the states of Sikkim, Nagaland and Manipur.

Estimated cost of the tender is INR 10 crore, for one state. Empanelment of channel partner will be valid till March 31, 2027 from the issue of letter of award.

Bidders need to pay INR 1,770 (including GST) as cost of bid document. Further, they need to furnish a bid security of INR 20 lakh in the form of demand draft/bank guarantee/insurance surety bond.

The pre-bid meeting will be held on November 16, 2024. Bid submission starts on November 19, 2024 and online submission ends on November 30, 2024. Last date for offline submission is December 3, 2024. Techno-commercial bids will be opened on December 5, 2024.

Bidders can qualify either through Route I or Route II.

Under Route I, the channel partner should be an EPC contractor who has erected/supervised the erection, commissioned/supervised commissioning of grid connected solar plant of minimum cumulative capacity of 1 MWp in the preceding financial year. Or, they can be manufacturers of solar PV modules listed in latest list of ALMM published by MNRE.

Alternatively, the channel partner can be a distributor/dealer of solar PV modules who should have supplied modules of cumulative capacity of at least 2 MWp in the preceding financial year. Or they can be a distributor/supplier of module mounting structure of solar plant and should have supplied module mounting structure for the solar plants of cumulative capacity at least 2 MWp in the preceding financial year.

Under Route II, the channel partner should be a distributor/dealer for consumer durables/combination of switchgear and/or control gear components having offices/warehouse facilities in more than one district and should have agreements with at least five vendors, each having installed at least five roof top solar systems of minimum 400 kW of cumulative capacity since April 1, 2021.

As for financial eligibility, the average annual turnover of the bidder in the preceding 3 years shall not be less than INR 3 crore during the preceding three financial years. The net worth of the bidder(s) on the closing day of any three financial years out of last 5 years should be positive.
