NHPC Invites Bids for 34.67 MWac Rooftop Solar Projects in Jammu and Kashmir in RESCO Mode
NHPC Ltd. has issued a tender for 34.67 MWac rooftop solar projects across government buildings in Jammu and Kashmir through JAKEDA under RESCO mode. The last date for bid submissions is February 21, 2025.

NHPC Ltd. has floated a tender for setting up rooftop solar plants at various government departments building in Jammu and Kashmir through JAKEDA in RESCO Mode on tariff-based competitive bidding.
The cumulative capacity of the projects is estimated to be about 34.67 MWac. The projects need to be completed in 9 months.
Bids can be submitted under 3 categories – Category 1 includes projects with capacities from 5 kW to less than 20 kW with a cumulative capacity of 9005.37 kW spread across 980 buildings.
Category 2 includes projects with capacities from 20 kW to less than 100 kW with a cumulative capacity of 11,965.31 kW spread across 327 buildings.
Category 3 includes projects with capacities above 100 kW with a cumulative capacity of 13,701.91 kW spread across 64 buildings.
Bidders need to pay INR 5,000 as a tender fee for each category. They also need to furnish INR 67 lakh as an earnest money deposit (EMD), for category 1. The EMD for category 2 and 3 are INR 89 lakh and INR 1.02 crore, respectively.
Before signing of PPA, the successful bidder must furnish the Performance Security in the form of DD/BG/POI/Insurance Surety Bond of INR 2,475/kW.
Bid submission starts on February 12, 2025 and ends on February 21, 2025. The techno-commercial bids will be opened on February 25, 2025.
The bidder must have designed, supplied, erected and commissioned solar photo voltaic (SPV) based grid-connected power plant(s) of cumulative installed capacity of 400 kWp or higher, out of which at least one plant should have been of 40 kWp or more.
Alternatively, the bidder should be a developer of solar PV-based grid-connected power plant(s) of cumulative installed capacity of 400 kWp or higher, out of which at least one plant should have been of 40 kWp or more.
The reference SPV-based grid-connected power plant of 40 kWp or higher capacity should be at a single location developed by bidder for itself or any other client. SPV-based roof-top/ground-mounted/floating solar power projects, which are grid connected, will be considered eligible.
Alternatively, the bidder must have executed in the last 10 years either as developer or as EPC contractor in process industry or in infrastructure development of single work having minimum value of INR 4 crore.
Additionally, the bidder must have executed at least one electrical sub-station of 11 kV or above voltage level, consisting of equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC Contractor which should be commissioned up to the last date of submission of bid.
As for financial eligibility, average annual turnover in the preceding 3 years must be not less than INR 18.83 crore for Category-1, INR 23.69 crore for Category-2 and INR 27.13 crore for Category-3.
The bidder must have positive net worth in at least two financial years out of the last three financial years, with the condition of positive net worth in immediately preceding financial year.
The working capital requirements are INR 9.91 crore for Category-1, INR 13.16 crore for Category-2 and INR 15.07 crore for Category-3.
