NHPC Invites Bids for 24.21 MW Rooftop Solar Projects in Govt Buildings Across 25 States/UTs
NHPC has issued a tender for the implementation of rooftop solar projects on 245 government buildings of allocated central ministries across 25 states in RESCO mode on tariff-based competitive bidding under PM Surya Ghar Muft Bijli Yojana. Bid submission ends on March 3, 2025.

NHPC has floated a tender for the implementation of rooftop solar projects on government buildings of allocated central ministries in RESCO mode on tariff-based competitive bidding under PM Surya Ghar Muft Bijli Yojana.
The project involves setting up solar plants in 245 buildings across 25 states/UTs with a cumulative capacity of about 24.21 MW.
The projects must be completed in 12 months.
Bidders need to pay the bid document fee in the form of demand draft (DD) for an amount equivalent to:

Bidders need to pay the bid document fee in the form of demand draft (DD) for an amount equivalent to:
- INR 500 each for Jammu and Kashmir, Bihar and Arunachal Pradesh separately;
- INR 1,000 each for Himachal Pradesh, Punjab, Gujarat, Odisha, Sikkim, Jharkhand, Andhra Pradesh, Mizoram and Meghalaya separately;
- INR 1500 each for Uttar Pradesh, Haryana, Delhi, Rajasthan, Madhya Pradesh, Maharashtra, West Bengal, Telangana, Kerala and Assam separately and
- INR 5000 each for Uttarakhand, Karnataka and Tamil Nadu separately.
The earnest money deposit for each region would be: INR 43,000 for Jammu & Kashmir, INR 3.38 lakh for Himachal Pradesh, INR 25.85 lakh for Uttarakhand, INR 7.81 lakh for Uttar Pradesh, INR 5.42 lakh for Haryana, INR 12.36 lakh for Delhi, INR 2.02 lakh for Punjab.
The EMD amount would be INR 1.75 lakh for Gujarat, INR 14.86 lakh for Rajasthan, INR 4.09 lakh for Madhya Pradesh, INR 14.81 lakh for Maharashtra, INR 3.88 lakh for Odisha, INR 14.09 lakh for West Bengal, INR 1.98 lakh for Sikkim, INR 91,000 for Bihar.
EMD for other locations would be: INR 2.29 lakh for Jharkhand, INR 1.09 lakh for Andhra Pradesh, INR 17.86 lakh for Telangana, INR 33.95 lakh for Karnataka, INR 7.80 lakh for Kerala, INR 35.78 lakh for Tamil Nadu, INR 60,000 for Arunachal Pradesh, INR 6.22 lakh for Assam, INR 1.51 lakh for Mizoram and INR 1.49 lakh for Meghalaya.
Bid submission starts on February 20, 2025 and ends on March 3, 2025. The techno-commercial bids will be opened on March 7, 2025.
The bidder must have designed, supplied, erected and commissioned solar PV based grid-connected power plant(s) of cumulative installed capacity of 400 kWp or higher, out of which at least one plant should have been of 40 kWp or more.
Alternatively, the bidder should be a developer of solar PV based grid-connected power plant(s) of cumulative installed capacity of 400 kWp or higher, out of which at least one plant should have been of 40kWp or more.
The reference SPV-based grid-connected power plant of 40 kWp or higher capacity should be at a single location developed by the bidder for itself or any other client.
Alternatively, the bidder must have executed in the last 10 years either as a developer or as an EPC contractor in process industry or in infrastructure development of single work having minimum value of INR 4 crore.
Additionally, the bidder must have executed at least one electrical sub-station of 11 kV or above voltage level, consisting of equipment such as 11 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC contractor which should be commissioned up to the last date of submission of bid.
The bidder’s annual turnover in the preceding 3 years must not be less than INR 18,000/kW for normal category states and INR 14,850 for special category states.
The bidder must have positive net worth in at least 2 financial years out of the last 3 financial years, with the condition of positive net worth in immediately preceding financial year.
The bidder must possess working capital of at least INR 10,000/kW for normal category states and INR 8,250/kW for special category states.
