NHPC Invites Bids for 1200 MW Solar Projects with 600 MW/2400 MWh ESS

NHPC has issued a tender for 1200 MW ISTS-connected solar power projects with a 600 MW/2400 MWh energy storage system, with a greenshoe option of up to 1200 MW anywhere in India. Bid submissions will be open from April 14 to April 24, 2025.

NHPC has floated a tender for the selection of solar power generators for setting up 1200 MW ISTS-connected solar power projects with 600 MW/2400 MWh energy storage systems (ESS) anywhere in India. The tender also has a greenshoe option of up to 1200 MW.

Bidders need to a processing fee, excluding 18 percent, as per the capacities bidder for:
  • For 50 MW – INR 3 lakh
  • Above 50 MW up to 100 MW – INR 5 lakh
  • Above 100 MW up to 250 MW – INR 10 lakh
  • Above 250 MW up to 500 MW – INR 20 lakh
  • Above 500 MW – INR 30 lakh
Further, they need to submit a cumulative of INR 9.42 lakh/MW for the solar component and INR 13.64 lakh/MW for the ESS component, subject to a maximum of INR 10 crore.

Bid submission will start on April 14, 2025 and will end on April 24, 2025. The techno-commercial bids will be opened on April 29, 2025.

The minimum project size will be 50 MW, with a minimum ESS component of 25 MW/100 MWh, and in multiples of 10 MW thereafter. However, for projects located in North-Eastern States and Special Category States, the minimum capacity will be 30 MW, with a minimum ESS component of 15 MW/60 MWh.

The cumulative capacity offered must not exceed 600 MW (with a minimum ESS component of 300 MW/1200 MWh) without the greenshoe option and 1200MW (with a minimum ESS component of 600 MW/2400 MWh) for a bidder with the greenshoe option.

The tender mandates ESS of at least 0.5 MW/2 MWh capacity for 1 MW of contracted solar capacity. It, however, clarified that ESS may be owned by the SPG or may be tied up separately with a third party by the SPG, for supply of power.

The project must be designed for interconnection with the ISTS in accordance with prevailing CERC regulations.

The cells and modules used in the project must be sourced only from the models and manufacturers included in the ‘Approved List of Models and Manufacturers’ as published by MNRE and updated as on the date of commissioning of the project.

The net worth of the bidder must be equal to or greater than the aggregate value of solar and ESS components calculated at INR 94.20 lakh/MW for quoted solar capacity plus 1.364 crore/MW for quoted ESS capacity in FY 2023-24 or as on the day not more than 7 days prior to the due date of bid submission.

The bidder must possess a minimum annual turnover of INR 47.10 lakh/MW of rated cumulative installed capacity of solar component plus INR 68.20 lakh/MW of rated cumulative installed capacity of ESS component in FY 2023-24.

The bidder also must demonstrate internal resource generation capability, in the form of Profit Before Depreciation Interest and Taxes (PBDIT) for a minimum amount of INR 9.42 lakh/MW of rated cumulative installed capacity of the solar component plus INR 13.64 lakh/MW of rated cumulative installed capacity of ESS component in FY 2023-24, as on the last date of the previous financial year.

Additionally, the bidder must possess an in-principle sanction letter from the lending institutions/banks of the bidder for the project, committing a fund-based Line of Credit. The minimum value of LoC must be INR 11.77 lakh/MW of rated cumulative installed capacity of the solar component plus INR 17.05 lakh/MW of rated cumulative installed capacity of the ESS component.
