NHPC Invites Bids for 1.2 GW Solar Projects Across India

NHPC aims to procure solar power through a competitive bidding process, followed by a reverse auction, allowing for additional capacity of up to 1200 MW through a ‘Greenshoe Option.’

NHPC has initiated a tender process for the selection of solar power generators to establish 1200 MW (1.2 GW) of Inter State Transmission System (ISTS) connected solar power projects across India. 

Under the tender, NHPC has issued NIT No.: 2024_NHPC_809331_1, with the bid submission starting on May 31, 2024, and ending on June 29, 2024. The bid opening is scheduled for July 4, 2024, with Works No. NH/CCW/CC-I/CO-319/PR16924/2.

NHPC aims to procure solar power through a competitive bidding process, followed by a reverse auction, allowing for additional capacity of up to 1200 MW through a ‘Greenshoe Option.’ Upon the conclusion of the bidding process, NHPC will enter into Power Purchase Agreements (PPAs) with selected bidders, spanning a 25-year period from the scheduled commencement of supply date of the project.

The solar power generated by the selected Solar Power Generators (SPGs) will be purchased by NHPC and sold to State Utilities, Discoms, or other beneficiaries, with specific details of the buying entities to be communicated at a later stage.

Projects under the ‘OPEN’ category must have a minimum size of 50 MW, with multiples of 10 MW thereafter, up to a cumulative capacity of 600 MW without the ‘Greenshoe Option.’ However, bidders opting for the Greenshoe Option can offer up to 1200 MW. In special cases such as projects in North-Eastern States and Special Category areas, the minimum capacity offered by a bidder, including its affiliates, is set at 30 MW.

Selected SPGs are required to establish Solar PV Projects on a Build Own Operate (BOO) basis, adhering to the provisions outlined in the RfS document and standard PPA, available for download from the CPP portal.

Developers or generators with existing solar PV plants or those in the process of constructing such plants, including those with untied capacity, are encouraged to participate in the bidding process.
