NGEAL Invites Bids for 25 MW/100 MWh BESS Project in Assam
New and Green Energy of Assam Ltd. (NGEAL) has issued a tender for the supply, installation and commissioning of a 25 MW/100 MWh BESS power plant at 400 kV Kukurmara substation, Mirza, in Kamrup district, Assam. Bid submission ends on November 25, 2024.

New and Green Energy of Assam Ltd. (NGEAL) has recently floated a tender to set up a 25 MW/100 MWh Battery Energy Storage System (BESS) power plant at 400 kV Kukurmara substation, Mirza, in Kamrup district, Assam. The project will involve the supply, installation and commissioning of the BESS plant along with operation and maintenance for 12 years.
The scope of work includes design, engineering, procurement, manufacturing, testing, inspection, packaging, insurance, supply, delivery, installation, and commissioning along with all allied works including civil, electrical, communication, instrumentation and mechanical works for setting up 25 MW/100 MWh (at injection point) BESS plant at site including 132kV bay extension and associated mechanical, electrical and instrumentation materials including commissioning spares, mandatory spares, maintenance tools and tackles, and consumables.
The project must be completed within 12 months from the date of award of the contract to the successful bidder.
The bidders need to deposit INR 23,600 (including GST) as a fee for the bid document. Further, bidders need to deposit INR 1 crore as bid security.
The last date for seeking pre-bid clarification is October 24, 2024. The last date for submission of bids is November 25, 2024. The techno-commercial bids will be opened on November 26, 2024.
The bidders must have experience in the design, supply, erection or supervision of erection, commissioning or supervision of commissioning of grid-connected solar PV power plant as an EPC contractor of cumulative installed capacity of 100 MWp or higher, out of which at least one plant should have been of 25 MWp or higher capacity.
The reference plant of 25 MWp or higher capacity must have been in successful operation for at least six months prior to the date of the techno-commercial bid opening.
Alternatively, bidders must be developers of Solar Photo Voltaic (SPV) based grid-connected power plant(s) with a cumulative installed capacity of 100 MWp or higher, out of which at least one plant should have been of 25 MWp or higher capacity. The reference plant of 25 MWp or higher capacity must have been in successful operation for at least six months prior to the date of the techno-commercial bid opening.
Additionally, bidders must have executed at least one electrical sub-station of 33 kV or above voltage level, consisting of equipment such as 33kV or above voltage level circuit breakers and power transformer, either as developer or as EPC Contractor which should be in successful operation for at least six months prior to the date of techno-commercial bid opening.
The bidder should be either an OEM of containerized battery energy storage system or an EPC contractor/developer of containerized BESS or Solar PV projects including an electrical substation of 33 kV or above voltage level.
In the last five years, they should have executed BESS power systems/Solar PV-BESS Hybrid Projects/ Solar PV projects including electrical substations of 33 kV or above voltage level in either a single work order for which the order value should be a minimum of INR 145 crore or two work orders for which the order values of each work order should be minimum of INR 75 crore each or three work orders for which the order values of each work order should be a minimum of INR 55 crore each.
They also must possess a minimum of five years of cumulative experience of O&M for all the BESS Power Systems/Solar PV/BESS Hybrid Plants/ Solar PV plants operated and maintained by the bidder.
As for financial eligibility, bidders must have a minimum annual turnover of INR 17 crore or equivalent in other currencies for the last three financial years. They also should have earned profit before tax in at least one financial year during the last three financial years. Bidder must have positive Net Worth as on March 31, 2024.
